Proposal Manager - Government Proposal Management Center (GPMC), Government Business Development
The Government Proposal Management Center (GPMC) is seeking a Proposal Manager to lead and manage high-quality, compliant, and compelling proposals in response to U.S. government solicitations. This individual will play a key role in shaping responses to RFPs, RFIs, and other solicitations across a variety of agencies (DoD, DHS, NIH, DOE, etc.), working closely with business units, technical experts, contracts, pricing, and other stakeholders. The ideal candidate is a strategic thinker and collaborative doer with deep familiarity with the full proposal lifecycle, including both technical and business volumes, and a strong understanding of government acquisition regulations (FAR/DFARS).
This position reports to the Manager of the Government Proposal Management Center within the Government Business Development group. While candidates based in the Kansas City Metro (Missouri) or Washington, DC Metro areas are preferred, remote candidates will also be considered.
Key Responsibilities (including but not limited to)
- Proposal Lifecycle Management
- Lead the full lifecycle of proposal development from kickoff to submission, including schedules, compliance matrices, outlines, and review coordination.
- Plan and facilitate proposal kickoff meetings, status updates, and color team reviews (Pink, Red, Gold).
- Manage proposal version control and file organization; ensure all submissions are compliant, complete, and delivered on time.
- Help refine bid strategies and position proposals based on agency priorities and competitive insights.
- Business Volume Development
- Lead or co-lead development of the business (cost) volume, including compliance matrices, templates, and coordination of pricing strategy sessions.
- Manage data calls, collaborate with finance and contracts, and ensure the business volume meets all solicitation requirements.
- Submit documents into internal approval systems and incorporate updates as needed.
- Content and Process Management
- Author and edit proposal sections such as management plans, past performance, resumes, facility descriptions, and executive summaries.
- Maintain and improve proposal resources, including templates, boilerplate content, and content libraries.
- Participate in post-submission debriefs and incorporate lessons learned to improve future proposals.
- Collaboration and Capture Transition
- Partner with Capture Managers, Business Development, and technical teams to develop win themes, solution differentiators, and pricing strategies.
- Manage proposal inputs from across the organization including Program Managers, Contracts, Legal, Finance, and Subcontractors.
- Compliance and Quality Assurance
- Interpret complex solicitation documents to ensure alignment with RFP requirements and FAR/DFARS regulations.
- Perform compliance checks and final quality reviews to ensure all submissions are complete, consistent, and responsive to evaluation criteria.
Minimum Qualifications
- Bachelor's degree in Business Administration, Communications, Marketing, or related field
- Minimum 5 years of experience in government proposal management or capture
- Strong working knowledge of FAR, DFARS, and the federal acquisition lifecycle
- Experience developing both technical and cost/business volumes for federal government RDT&E bids within the DOD and HHS markets
- Excellent organizational, writing, and editing skills
- Proficiency with Microsoft Word, PowerPoint, Excel, Adobe Acrobat, and SharePoint
- Experience in a collaborative, deadline-driven proposal team environment
Preferred Qualifications
- APMP certification or similar proposal management credential
- Familiarity with procurement platforms such as SAM.gov and GovWin
- Knowledge of cost volume development, pricing strategy, and budget justification
- Familiarity with proposal management tools (e.g., Loopio, Privia, Qvidian)
- Ability to obtain security clearance
