Under the general supervision of the Director of the Office of Recipient Rights, the Recipient Rights Manager is responsible for the administration of the Recipient Rights protection system in accordance with the Michigan Mental Health Code. The manager provides direct supervision to line staff.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Provides oversight for the overall operation of the recipient rights protection system.
- Provides supervision regarding Recipient Rights for DWIHN network providers.
- Provides technical expertise, supervision and monitoring of specific subsystem(s) of rights protections within DWIHN's service delivery system.
- Assigns, monitors, reviews and provides technical assistance to subordinate staff.
- Reviews completed investigations.
- Monitors the implementation of remedial actions resulting from substantiated complaints and noted deficiencies.
- Determines patterns and trends of violations and service delivery improvements through the review of statistical data reports.
- Creates appropriate plans of action to correct noted negative trends.
- Collaborates with contracted entities to ensure compliance with local, state and federal guidelines, rules and regulations regarding recipient rights.
- Participates in policy development.
- Conducts community forums.
- Reviews management reports regarding complaint activity, remedial action and implementation.
- Prepares summary of review reports and consumer satisfaction reports.
- Conducts performance audits.
- Identifies training needs.
- Assists in the development of training seminars and workshops for RR staff.
- Attends sub-committee meetings; internal team meetings; death review meetings; contractor meetings and other Agency related meetings.
- Provides direct supervision of line staff for the Office of Recipient Rights.
- Provides direct supervision, support and education for ORR line staff regarding complaint resolution, ORR compliance, and support functions.
- Assists in the management of the complaint resolution process to ensure alleged or suspected complaints of Recipient Rights violations are completed appropriately and timely in accordance with the mandates of the Michigan Mental Health Code and ORR policies and procedures.
- Verifies that published items such as Acknowledgement Letters, 30-day letters, 60-day letters, RIF and Summary reports are all processed in accordance with the Mental Health Code and DWIHN policies.
- Submits a weekly written report of findings to the ORR Director and Deputy Director with a plan of correction for any and all deficiencies.
- Manages and coordinates the review and processing of incident reports.
- Develops and implements the training module for all new hires and prepares a 30-day written report to the Director and Deputy Director of the ORR.
- Receives and reviews complaints of suspected or alleged violations of the rights of recipients of services in accordance with the Michigan Mental Health Code.
- Conducts reviews of service sites.
- Writes comprehensive written reports of investigative findings.
- Develops and recommends appropriate remedial action.
- Testifies in criminal and civil litigation as the manager and subject matter expert in issues involving violations of the rights of recipients of service.
- Partners closely with regulatory and industry counterparts and law enforcement agencies.
- Attends bi-weekly meetings with the Director and Deputy Director of ORR.
- Performs related duties as assigned.

REQUIRED EDUCATION:
A Bachelor's Degree from a recognized college or university in a Human Service, Social Service, Public Health, Public Administration, Healthcare Administration, Health Management, Business Administration, Conflict Resolution, Criminal Justice or a related field.
REQUIRED EXPERIENCE:
Three (3) years of full-time paid post degree experience in the investigation and advocacy of mental health, human or social service problems and complaints relating to: recipient rights violations; recipient service site inspections; death report reviews; Mental Health Code compliance violations; or similar investigations.
REQUIRED LICENSE(S).
Certification in Basic Skills 1&2, and Building Blocks training required by the Michigan Department of Health and Human Services.
A valid State of Michigan Driver's License with a safe and acceptable driving record.
NOTE: Employees are required to have an operable vehicle available during work hours.
WORKING CONDITIONS:
Work is performed in an office setting, yet, requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
