Job Summary

JOB SUMMARY
The Reengagement Program Manager will lead the development and future implementation of the City of Frederick's Reengagement Center, a key initiative to support young people who are not currently connected to school or employment. This role will focus on designing programming, building cross-sector partnerships, and laying the operational foundation for long-term impact.

During the planning and design phase, the position will report to the Office of Opportunity and Transformation. Once implementation begins, the role will transition to the Department of Housing and Human Services to oversee day-to-day operations of the Reengagement Center as part of the City's broader youth services strategy.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
*Lead the design and implementation of reengagement programming to support disconnected youth and young adults.
*Develop strategic initiatives that address barriers to education, employment, and long-term stability.
*Build and sustain strong partnerships with schools, nonprofits, workforce agencies, and other youth-serving organizations.
*Convene partners to coordinate services, identify gaps, and promote shared accountability.
*Coordinate access to supportive services such as education, housing, health care, and workforce training.
*Apply experience in case management to ensure services are responsive, culturally appropriate, and centered on youth and family needs.
*Guide operational planning for the future Youth Center, including space use, scheduling, and coordination with internal teams.
*Oversee the future operations of the Youth Center, including programming, staffing, and day-to-day management once the facility is open.
*Support efforts to keep the Youth Center development timeline on track through cross-department collaboration and problem-solving.
*Use data to inform program design, measure outcomes, and support continuous improvement.
*Represent the City at community meetings, public events, and in partnerships with local and regional stakeholders.
*Support budgeting, grant applications, and compliance with reporting and funding requirements.
*Prepare reports, briefings, and presentations for City leadership, including the Mayor and City Council.
*Promote a positive, inclusive, and collaborative culture aligned with the City's values and priorities.
*Perform other related duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:
*Bachelor's degree in public administration, education, youth development, social work, or a related field required; Master's degree preferred.
*At least five (5) years of progressively responsible experience in youth services, education, community development, or related work, including two (2) years in a supervisory or program leadership role.
*Relevant experience may be substituted for education on a year-for-year basis.

REQUIRED CERTIFICATES AND/OR LICENSES:
*Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS:
*Strong understanding of youth development and holistic service models that integrate education, housing, workforce, and social supports.
*Experience with public administration, grant management, and contract oversight.
*Familiarity with state and federal funding requirements and fiscal reporting standards.
*Proficiency in strategic planning, program evaluation, and performance measurement.
*Excellent organizational, written, and verbal communication skills.
*Ability to analyze complex issues, synthesize data, and prepare clear reports and presentations.
*Comfortable engaging with youth, families, community partners, and the public on sensitive topics.
*Skilled in preparing and interpreting statistical, financial, and programmatic reports.
*Proficient with Microsoft Office and adaptable to new software platforms.
*Effective supervisor and mentor with experience managing staff and volunteers.
*Strong time management, initiative, and independent judgment.
*Exceptional interpersonal skills and ability to build collaborative relationships across sectors.

OTHER DESIRABLES:
*Ability to communicate using the Spanish Language.
*Ability to communicate using American Sign Language.
