PLANT ENGINEER
DEPARTMENT OF PUBLIC FACILITIES
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Plant Engineer for the Department of Public Facilities. Under the direction of the Building Operations Manager, the Plant Engineer is responsible for care, maintenance, and repair of City buildings and grounds. The employee will prepare and maintain a variety of electronic building system inspection logs, records, reports, tests, analysis, and documents. Building assignments may change over time, and assistance at other facilities may be required periodically as needed.

ESSENTIAL ELEMENTS:



  • Oversee, adjust, and monitor the Building Management System (BMS) to ensure optimal performance and efficiency. Respond to and troubleshoot concerns related to building occupants' comfort, facilities, or grounds; identify and resolve non-routine or unexpected issues, including those reported by staff such as Building Maintenance Workers.
  • Monitor and address building safety concerns as they arise, including providing 24/7/365 response to off-hour issues to ensure the safety and continuity of building operations.
  • Communicate with, coordinate, and manage outside contractors and vendors.
  • Oversee and manage all cleaning vendor operations including daily, weekly, monthly (M-F, 6am to 10am) and special schedules.
  • Manage recycling and trash removal.
  • Support Public Facilities project managers during construction of building improvement projects.
  • Oversee and approve repairs within the facility including tenant spaces.
  • Manage snow removal operations for walkways and stairs, including coordinating with vendors to ensure safe, accessible paths during snow events and overseeing the treatment of walking surfaces.
  • Open building and parking gates as well as exterior doors each morning and disable the building alarm.
  • Schedule routine general maintenance such as patching, painting, re-lamping light fixtures, minor carpentry, or door hardware repairs, etc.
  • Schedule, oversee, and report on building inspections for fire alarm, sprinklers, fire extinguishers, elevators, pressure vessels, etc.
  • Maintain the cleanliness and appearance of all grounds, lawns, walkways, and parking areas, including mowing grass, removing weeds and unwanted vegetation, and raking or blowing leaves.
  • Coordinate with and oversee landscaping vendors to ensure timely and effective maintenance of exterior grounds, including composting or disposal of yard waste.
  • Ensure cleanliness and organization of all exterior building entry points, including sweeping, removing expired postings, cleaning glass surfaces, and maintaining storage and back-of-house areas.
  • Troubleshoot malfunctions or inoperative systems and make recommendations for repair or correction.
  • Manage physical plant maintenance including mechanical, electrical, plumbing, elevators, machinery, equipment, etc.
  • Monitor and troubleshoot HVAC systems daily using the Building Management System (BMS independently or collaboratively verify sensor accuracy, equipment function, and system performance in the field.
  • Perform and manage preventive maintenance on HVAC equipment, including filter changes and coil cleaning; coordinate and oversee outside vendors for bi-annual preventive maintenance, system repairs, and other maintenance on all building systems.
  • Maintain inventory of parts and supplies for assigned buildings; request procurement of needed items and coordinate with Public Facilities finance staff to obtain funding approvals for services or repair needs.
  • Utilize computer maintenance management software (CMMS) to report, track, and complete work orders; review and approve invoices for completed services or repairs prior to processing by finance staff.
  • Other related duties as assigned.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Knowledge of building maintenance.
  • Knowledge of building trades.
  • Knowledge of HVAC & Controls and HVAC systems monitoring via Building Management System (BMS) software.
  • Excellent verbal and written communication skills.
  • Computer proficiency including Microsoft Office Suite.
  • Ability to schedule and prioritize work.
  • Ability to establish and maintain effective working relationships with administrative staff, municipal employees, and the public.
  • Ability to be on-call to respond to building emergencies and security issues 24/7/365.
  • Knowledge of methods, materials and equipment ordinarily employed in maintaining the clean and orderly condition of public buildings, grounds and equipment.
  • Knowledge of the operation and minor repairs of plumbing, HVAC systems and automatic cleaning equipment.
  • Ability to schedule and prioritize assigned work.
  • Ability to enforce building rules and regulations firmly, tactfully and impartially.
  • Ability to plan, assign, coordinate, supervise and track the work of outside vendors.
  • Ability to lift to 50 lbs.
  • Ability to climb and work safely from ladders.
  • Ability to access flat roofs with ladders and/or hatches for roof inspection or equipment repair.
  • Regular on-site attendance is required.


MINIMUM REQUIREMENTS:



  • High School Diploma or equivalent
  • Three (3) years of electrical, plumbing, carpentry, HVAC, physical plant experience
  • Excellent communication skills
  • Valid Driver's License and access to reliable transportation


PREFERRED QUALIFICATIONS:



  • Associate's degree in Facility Management or related field
  • OSHA 10 training, or certification.
  • Five (5) years of electrical, plumbing, carpentry, HVAC, physical plant experience
  • Two (2) years of supervisory experience of employees, vendors, or contractors


SALARY RANGE: $31.40 - $38.27 hourly, full-time, excellent benefits package.
