DESCRIPTION

In support of the Client Department and HR Business Partner, the Human Resources Specialist applies professional human resources knowledge of organizational policies and practices to provide guidance to employees, supervisors and managers to resolve human resources issues of moderate scope and complexity.

The HR Specialist provides comprehensive support across various human resources functions. The HR Specialist provides advice and counseling on human resources issues, including performance management, disciplinary actions, contract interpretation, and other HR-related matters. The HR Specialist assists and guides the development of job descriptions, reviews and provides recommendations for classification and compensation requests, including equities, reclasses, stipends, and salary analyses. The HR Specialist supports performance appraisal processes, provides guidance on benefits and employment-related issues, and provides general HR support. The Specialist also maintains human resources data, runs reports, analyzes data and trends, and provides recommendations.

QUALIFICATIONS

*Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.

*Knowledge of organizational policies and procedures and knowledge of functional area.

*Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.

*Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

*Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.

*Demonstrated ability to handle difficult or volatile situations / individuals effectively.

*Demonstrated competency with and commitment to equity, diversity, inclusion, and belonging.

*Knowledge of, and experience with multiple human resource functions such as various personnel programs, policies and procedures including performance management, classification/compensation, employee relations, payroll, benefits, and training/development for represented and non-represented employees.

*Proven ability to interpret policies to employees.

*Demonstrated ability advising on employee relations/labor relations issues of moderate scope and complexity. Demonstrated ability to guide supervisors and staff on moderately complex corrective action/discipline and performance management including the performance appraisal process. Demonstrated political acumen and initiative to exercise excellent judgment, tact and diplomacy in handling highly confidential and sensitive matters.

*Detail oriented, excellent organizational skills and ability to multi-task and process high volume of work. Experience to independently plan, organize, and prioritize daily operations and projects to meet deadlines with often changing priorities.

SPECIAL CONDITIONS

Job offer is contingent upon satisfactory clearance based on Background Check results.

Operating needs of the department may require occasional weekends, evenings, and overtime.

Fluency in English and Spanish preferred.

This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.

Pay Transparency Act

Annual Full Pay Range: $65,800 - $115,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $31.51 - $55.08

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
