This is a UC San Diego Department-Only Internal Recruitment open to UC San Diego Human Resources Department Career Employees Only In support of the Client Departments and HR Business Partners, the Human Resources Specialist applies professional human resources knowledge of organizational policies and practices to provide guidance to employees, supervisors, and managers to resolve human resources issues of moderate scope and complexity. The HR Specialist Supervisor provides comprehensive support across various human resources functions. This includes supporting performance appraisal processes, administering leaves of absence, and coordinating classification and compensation requests, such as the development of job descriptions, processing reclassifications, and equity requests. The HR Specialist also advises on employment-related matters and provides general HR support. In collaboration with supervisors and managers, the HR Specialist manages recruitment, hiring, and onboarding activities. The HR Specialist provides advice and counseling on human resources issues, including performance management, disciplinary actions, contract interpretation, and other related matters. The role involves maintaining HR data, generating reports, analyzing trends, and making recommendations based on data insights. This position supervises the Integrated HR Services Support Team, including delegation and review of work, creating consistent processes and training for the team, and ensuring adequate HR support across integrated client groups. QUALIFICATIONS*Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR. *Knowledge of organizational policies and procedures and knowledge of functional area. *Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures. *Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. *Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. *Demonstrated ability to handle difficult or volatile situations / individuals effectively. *Demonstrated competency with and commitment to equity, diversity, inclusion, and belonging. *Demonstrated ability to supervise, mentor, and train staff. *Knowledge of, and experience with multiple human resource functions such as various personnel programs, policies and procedures including performance management, classification/compensation, employee relations, payroll, benefits, and training/development for represented and non-represented employees. Proven ability to interpret policies to employees. *Demonstrated ability advising on employee relations/labor relations issues of moderate scope and complexity. Demonstrated ability to guide supervisors and staff on moderately complex corrective action/discipline and performance management including the performance appraisal process. Demonstrated political acumen and initiative to exercise excellent judgment, tact and diplomacy in handling highly confidential and sensitive matters. *Detail oriented, excellent organizational skills and ability to multi-task and process high volume of work. Experience to independently plan, organize, and prioritize daily operations and projects to meet deadlines with often changing priorities. SPECIAL CONDITIONSJob offer is contingent upon satisfactory clearance based on Background Check results. Operating needs of the department may require occasional weekends, evenings, and overtime. This position supervises staff who conduct orientations for employees who work evening shifts. Fluency in English and Spanish preferred. This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay. Pay Transparency Act Annual Full Pay Range: $65,800 - $115,000 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $31.51 - $55.08 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
