DESCRIPTION

Reports through Police Chain of Command. Provides management for one or more department units or divisions. The police department is a 24-hours-a-day, 7-days-a-week operation. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with the University and Department Missions, goals, and established policies.

Under direction of senior command, directs and manages the activities of the Operations Division, Specialized Services Division, Special Events and Training Division or any other designated division which, in total, comprises the following departmental units, programs and functions: Patrol Unit, Bicycle Enforcement, Communications/Dispatch, Investigations/Detective Unit, University Safety Official Program, Community Programs Unit; Special Events, Training and other related functions along with any future programs or functions.

Lieutenants will also be responsible for overseeing the completion of guidelines in the UC Community Safety Plan, external law enforcement liaison, including intelligence, terrorism, taskforce coordination, and various prevention coalitions; external department liaison to campus units such as Housing & Dining Services, Student Affairs, University Events. Lieutenants will be responsible for promulgating the tenets of community policing (forming partnerships through public interaction/engagement and problem solving through public collaboration). Lieutenants will be responsible for ensuring that all personnel under their supervision are performing their tasks in a manner that embraces the spirit of equity, diversity, and inclusion both internally and externally. Responsible for administrative personnel as necessary. Oversee internal affairs investigations as assigned by Chief or designee. May act for senior command in their absence. Responsible for all functions/tasks appropriate to the classification.

The Chief of Police reserves the right to reassign areas of responsibility amongst department management.

QUALIFICATIONS
  • Broad experience performing all aspects of police officer and sergeant of police functions.

  • Strong knowledge of law, regulation and University policy regarding public safety and law enforcement functions.

  • Strong knowledge of modern policing issues, philosophies, practices and trends as applied within the University environment. Strong knowledge of current law enforcement management theory and administrative standards. Strong knowledge of supervisory, management, administrative, and command leadership principles

  • Strong knowledge of budgeting and financial practices applicable to law enforcement in the University environment.

  • Strong ability to communicate effectively in person and in writing. Strong ability to take decisive action based upon sound judgment. Strong ability to develop and maintain effective, cooperative, and collaborative partnerships and relationships with students, staff, faculty, management, and external constituents and stakeholders.

  • Strong ability to effectively orchestrate the ongoing deployment of multiple employees and resources. Strong ability to supervise and train staff in the relevant and necessary aspects of their duties. Strong knowledge of labor issues and other employee development and disciplinary practices.

  • Strong ability to operate computers and other relevant or specialized technology.

  • Broad knowledge of use and legal application of firearms and other police weapons, equipment or tools.

  • Strong ability to credibly represent the police department in an official capacity. Strong ability to maintain a professional demeanor in all situations and to speak before varied audiences and to conduct productive meetings, interviews, and interrogations.

  • Ability to safely operate motor vehicles and possess a valid California Driver's License.

  • Knowledge of transformational policing principles and practices to facilitate creation or maintenance of public trust.

  • Experience facilitating meetings, which include community members and police, that focus on community and police relationships.

  • Knowledge and experience developing and implementing policies and procedures.

  • Experience with methods and practices to ensure appropriate accountability measures are enacted to maintain public trust.

  • Experience completing performance evaluations on police officers.

  • Knowledge and experience developing and implementing policies and procedures.

  • Strong problem-solving ability. Strong ability to take decisive action based upon sound judgment.

  • Advanced knowledge of the principles and procedures for conducting background and internal investigations

  • Strong ability to take command in emergency situations including the ability to provide leadership to the campus community as needed. Demonstrated knowledge and ability to apply principles and concepts of organizational emergency management. Ability to apply all elements of incident command, emergency operations, center operations, and emergency planning.

  • Broad knowledge of IACLEA accreditation standards and their requirements, Lexipol policy standards, and the use of supporting computer programs (Power DMS, Lexipol KMS).

  • Strong ability to manage special events including understanding of logistics, planning, and collaboration. Familiarity with campus tiered response methodology and associated policies and procedures.

SPECIAL CONDITIONS
  • Background investigation required. Successful medical and psychological evaluation required. Is at least 21 years of age and a US citizen or has permanent resident alien status and achieves citizenship within three years.

  • Ability to work rotating shifts in all weather conditions and during extended periods during disaster or civil disorder.

  • May be temporarily deployed pursuant to event/mutual-aid requests, including, but not limited to, at other UC Campuses

  • No felony convictions or other legal restrictions on the ability to carry firearms or to perform other work responsibilities.

  • Incumbent must successfully complete a Commission on Peace Officer Standards and Training (POST)-certified Management Course and achieve a minimum of two years law enforcement experience as a permanent middle manager (lieutenant) or higher and obtain their POST Management Certificate at the end of their second year.

  • Meets all other requirements for peace officers and the rank of Lieutenant as established by law and the POST.

  • Must meet CANRA compliance requirement per "California Child Abuse and Neglect Reporting Act ("CANRA," Penal Code sections 11164-11174.4)".

EDUCATION, LICENSES AND CERTIFICATIONS
  • Required to hold valid driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.

  • Must have a minimum of 60 semester units from an accredited college/university. Possession of an accredited degree (i.e., AA, BA, MA, etc.) at time of application, and/or relevant experience/training preferred.

  • Possession of a POST Advanced Certificate (or equivalent as determined by department) at time of application.

  • Possession of a POST Supervisory Certificate (or equivalent as determined by department) and successful completion of the probationary period as a sergeant or equivalent at time of appointment.

  • Ability to successfully earn the POST Management certificate by completing a POST-certified 104-hour Management course within one year of appointment and serving as a Lieutenant for a period of two years.

Pay Transparency Act

Annual Full Pay Range: $132,600 - $259,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $63.51 - $124.43

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
