HJF is seeking a Program Manager I to lead and coordinate a suite of integrated research projects supporting the mission of the Social and Behavioral Sciences (SBS) Program within the Department of Preventive Medicine and Biostatistics (PMB) at the Uniformed Services University of the Health Sciences (USU). This position plays a central role in managing long-term, interdisciplinary research initiatives that promote evidence-based health service delivery and healthcare quality for military personnel. The Program Manager will guide day-to-day implementation and long-range strategy across multiple studies, supervise project staff, oversee operational and administrative activities, and serve as a liaison with Military Health System (MHS) stakeholders. This position offers a unique opportunity to contribute to impactful research on provider well-being and training effectiveness within the Department of Defense (DoD) healthcare system. The Henry M. - Serve as main point of contact and liaison between internal and external stakeholders (i.e. principal investigators, project sponsors, research collaborators, DoD/MHS stakeholders, organizational leadership and project management teams).
- Oversee the planning, execution, and integration of multiple related projects within a unified SBS research program.
- Collaborate with principal investigators to align project deliverables with strategic research goals.
- Support and participate in planning, creation and submission of grant proposals and agreements as requested.
- Supervise and support program administrators, analysts, research assistants, and technical consultants throughout the program lifecycle, focusing on the strategic direction of the projects and taking corrective action as needed.
- Ensure timely execution of study tasks including participant recruitment, protocol compliance, data collection, and reporting.
- Coordinate and manage Institutional Review Board (IRB) approvals, regulatory submissions, and data sharing agreements.
- Identify project interdependencies, aligning resources and efforts where appropriate.
- Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results.
- Track and disseminate milestones and deliverables across projects, developing performance dashboards and risk mitigation strategies.
- Support the design of military health provider interventions and execution of mixed-method evaluations (quantitative, qualitative, and cost-effectiveness).
- Contribute to the development of timely reports, briefs and other dissemination materials to project stakeholders.
- Lead stakeholder communications, meeting facilitation, and working groups across Defense Health Agency (DHA), military treatment facilities (MTFs), and research partners.
- Facilitate collaborative solution design sessions using human-centered design and implementation science frameworks.
- Monitor project budgets, subawards, and consultant agreements.
- Support preparation of grant proposals, budget justifications, and progress reports.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Supervisory Responsibilities
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Education and Experience
- Bachelor's degree required; Master's degree preferred. Public Health, Business Administration or Life Sciences field of study preferred.
- Minimum of 3-5 years of experience required. Progressively responsible experience in program or project management strongly preferred, preferably in research, public health, or healthcare systems.
- Experience supervising multidisciplinary teams and managing complex deliverables.
Required Knowledge, Skills and Abilities
- Strong leadership, interpersonal, and cross-cultural communication skills including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
- Excellent organizational and project management skills, with the ability to manage multiple priorities simultaneously.
- Proficiency with one or more project management tools (e.g., AirTable, Monday, MS Project, Smartsheet)
- Ability to develop performance dashboards and proficiency in one or more data management and visualization platforms (e.g., Tableau, Microsoft Power BI)
- Strong writing skills for technical, regulatory, and academic audiences.
- General awareness of federal budget processes and fundamental principles of project management
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
- Ability to obtain and maintain a T1/Public Trust Clearance
Licenses and Certifications
- Project Management Professional (PMP) strongly preferred.
Physical Capabilities
- Ability to stand or sit at a computer for prolonged periods.

- This position will take place primarily in an office setting.
Compensation
- The annual salary/hourly pay range for this position is $63,000-$100,000.00. Actual salary/hourly pay will be determined based on experience, education, etc.
