THOR Solutions is actively seeking a Project Manager to support Total Ship Readiness Assessment (TSRA) Agenda Building Process Management efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Participate in Quarterly TSRA Program Reviews.
  • Collect, maintain and provide MAI metrics for TSRA Program Reviews and TSRA Matrix Reviews as required.
  • Produce performance metrics on TSRA Agenda Building process.
  • Ensure local TSRA Matrix Database and TSRA Agenda Building Database (i.e., MAI Utilities) can support TSRA Visit Matrix management and local generation of Preliminary TSRA Visit Agendas
  • Periodically review TSRA Visit Matrix for accuracy and maintain approved quarterly current version on the CNSL website.
  • Provide recommendations on additions and/or deletions to the TSRA Matrix based on shipboard system/equipment failure analysis and external material condition support program data.
  • Coordinate with TSRA Coordinator for conduct of Quarterly TSRA Matrix Reviews and promulgation of quarterly TSRA Matrix update.
  • Generate quarterly TSRA Matrix Review worksheet for review and discussion at each Quarterly Matrix Review
  • Review, track and present all submitted TSRA Matrix change requests, ensuring proper vetting by associated RMC in accordance with TSRA Visit Program Instruction.
  • Attend MAI/TSRA-related meetings, conferences, development working groups, seminars, etc.
  • Review feedback provided by RMC and CNRMC POCs for potential changes to TSRA Agenda building process. Review feedback with MAI team and provide MAI recommendations to TSRA Coordinator and TSRA Program Manager.
  • Develop and maintain training presentation on TSRA agenda building for introductory and refresher training to RMC Assessment Directors and other personnel.
  • Provide a detailed process map that documents the TSRA agenda building process for accurate improvement discussions and process or data change impact assessments.
  • Conduct periodic analysis of TSRA Visit results (such as TSRA generated repair 2-Kilos) with high failure rates for systems assessed by TSRA. Report findings and recommendations.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Minimum of two (2) years (within the last five (5) years) experience in support of the surface TSRA Visit Program.
  • Minimum of five (5) years (within the last two (2) years) utilizing Navy 3M system software.
  • Minimum of two (2) years experience in Business Process Re-engineering or Process Analysis Flowcharting.
  • Minimum of two (2) years (within the last two years) of experience with U.S. Navy shipboard configuration management, especially in the review and validation of shipboard configuration..
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
