THOR Solutions is actively seeking a Program Analyst to support Total Ship Readiness Assessment (TSRA) Coordination efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Monitor and coordinate visit scheduling, visit agenda approval, visit execution oversight, and TSRA visit program metrics for the TSRA Visit Program.
  • Coordinate event deconfliction for upcoming and ongoing visits.
  • Review and approve or return for correction TSRA Visit Preliminary Agendas
  • Collect visit results and ship surveys to develop and submit recommendations for program improvements.
  • Analyze, develop and submit TSRA program progress reports.
  • Participate in TSRA related meetings, briefings, and program reviews - which may involve travel.
  • Analyze, review and make recommendations for changes to program instruction, TSRA Equipment Class Matrices and briefing material.
  • Prepare weekly TSRA report for review and submission.
  • Generate and collect post-TRSA visit Ship surveys, collate the survey results and produce Visit Survey metrics.
  • Provide draft TSRA messages for response to ship request to cancel or truncate scope of a TSRA visit or Advance Change Notices of upcoming program changes.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding the TSRA visit program during normal office hours if not already engaged in out of office TSRA program matters.
Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Twenty (20) years' experience as military, civil service or contactor (E-7 or GS-12 equivalent) with US Navy shipboard engineering and maintenance experience.
  • Five (5) years experience within last five (5) years in conducting material condition analysis onboard US Navy Surface Ships.
  • Two (2) years experience working with or completed course in Reliability Centered Maintenance (RCM).
  • Two (2) years experience working with TSRA assessments policy and process.
  • Two (2) years experience working Naval maintenance and/or Naval information technology, especially documenting and managing 2-Kilos.
  • Five (5) years experience working with Navy databases, and data analysis involving material assessment and reporting conditions of US Naval ships.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
