Summary:

The Senior Human Resources Specialist will serve as a subject matter expert in federal retirement and benefits, providing advanced support and strategic guidance to IRS employees navigating complex retirement scenarios. This role demands a deep understanding of federal retirement systems, laws, and procedures, and the ability to manage sensitive cases with professionalism and precision. The incumbent will lead retirement counseling efforts, ensure compliance with federal regulations, and support the agency's mission through expert-level HR advisory services. In addition, the Senior Specialist will oversee and mentor a small team of retirement professionals, providing technical guidance, quality assurance, and workload management to ensure consistent and accurate service delivery.

This position is subject to a defined option period of six (6) months. Continued employment beyond the initial term is contingent upon contract requirements and performance.


Responsibilities

Essential Job Functions:

  • Lead and mentor a small team of retirement specialists, providing technical oversight, training, and performance feedback to ensure consistent and accurate case handling.
  • Coordinate team assignments and monitor workload distribution to meet service level expectations and deadlines.
  • Serve as a point of escalation for complex cases and provide guidance to junior staff on policy interpretation and procedural execution.
  • Resolve complex retirement-related issues using expert knowledge of CSRS, FERS, and other federal retirement systems.
  • Provide in-depth counseling to employees on retirement laws, entitlements, and obligations, ensuring clarity and compliance.
  • Access and analyze employee records via eOPF to support retirement eligibility determinations and case resolution.
  • Determine retirement eligibility and prepare accurate annuity estimates using GRB, ORA, or other agency-approved systems.
  • Advise employees on crediting post-1956 military service toward retirement, including the impact of waiving retired military pay.
  • Prepare deposit estimates for military service and guide employees through payment procedures.
  • Counsel employees on crediting civilian service, including refunded and non-deducted service, toward retirement eligibility.
  • Calculate redeposit/deposit amounts and advise employees on payment processes.
  • Oversee the preparation and submission of retirement applications, ensuring accuracy and timely delivery to OPM.
  • Provide expert guidance on post-retirement benefits including TSP, FEHB, FEGLI, FSA, FEDVIP, and FLTCIP.
  • Utilize GRB Platform or other designated systems to perform annuity computations and deposit calculations.
  • Deliver high-quality customer service, adhering to written directives and inter-agency protocols.
  • Identify and resolve employee-generated errors, offering clear explanations and actionable solutions.
  • Apply advanced conflict resolution techniques in emotionally sensitive or contested retirement cases.
  • Maintain authoritative knowledge of federal benefits and retirement processing regulations and policies.

Qualifications

Necessary Skills and Knowledge:

  • Demonstrated mastery of federal retirement systems and benefit programs.
  • Proficiency in GRB, ORA, and other retirement processing platforms.
  • Exceptional communication and interpersonal skills, with the ability to counsel employees and resolve complex issues.
  • Proven ability to manage sensitive and high-impact retirement cases with discretion and professionalism.

Minimum Qualifications:

  • Minimum of five (5) years of federal retirement experience within the last ten years, at a senior or advisory level.
  • Experience equivalent to or exceeding GS-0201-11 Human Resources Specialist (Employee Benefits).

Preferred Qualifications:

  • Bachelor's degree in a related field.

Pay and Benefits

The salary range for this position is $80,000 to $110,000 annually.
