Summary: The Program Manager III will lead and oversee the delivery of retirement and benefits services under the IRS Federal Support Services contract. This senior-level role is responsible for managing a team of HR professionals, ensuring compliance with federal retirement regulations, and driving operational excellence across retirement counseling and processing functions. The incumbent will serve as the primary point of contact for program execution, quality assurance, and strategic coordination with agency stakeholders. This position is subject to a defined option period of six (6) months. Continued employment beyond the initial term is contingent upon contract requirements and performance.
Responsibilities
Essential Job Functions:
- Provide strategic oversight and leadership for retirement-related services, ensuring alignment with IRS objectives and federal regulations.
- Supervise and support HR specialists in resolving complex retirement cases, including eligibility determinations, annuity estimates, and benefits counseling.
- Ensure consistent and accurate use of systems such as eOPF, GRB, and ORA across all retirement processing activities.
- Monitor and evaluate program performance, identifying areas for improvement and implementing process enhancements.
- Serve as a senior advisor on retirement laws, CSRS/FERS regulations, and post-retirement benefits including TSP, FEHB, FEGLI, FSA, FEDVIP, and FLTCIP.
- Oversee the preparation and submission of retirement applications to OPM, ensuring timeliness and compliance.
- Manage the counseling process for crediting military and civilian service toward retirement, including deposit and redeposit calculations.
- Ensure high-quality customer service delivery, including conflict resolution in sensitive or contested retirement cases.
- Develop and maintain documentation, training materials, and standard operating procedures for retirement services.
- Liaise with agency leadership and inter-agency partners to ensure effective communication and coordination.
- Identify and mitigate risks related to retirement processing and benefits administration.
- Lead quality assurance reviews and audits to ensure accuracy, compliance, and continuous improvement.
- Mentor and develop HR staff, fostering a culture of accountability, collaboration, and professional growth.
Qualifications
Necessary Skills and Knowledge:
- Expert-level knowledge of CSRS, FERS, TSP, FEHB, FEGLI, and other federal benefit programs
- Strong leadership, communication, and stakeholder engagement skills
- Demonstrated mastery of federal retirement systems and benefit programs.
- Proficiency in GRB, ORA, and other retirement processing platforms.
- Exceptional communication and interpersonal skills, with the ability to counsel employees and resolve complex issues.
- Proven ability to manage sensitive and high-impact retirement cases with discretion and professionalism.
Minimum Qualifications:
- Minimum of 7-8 years of federal retirement experience within the last ten years, at a senior or advisory level.
- Experience equivalent to or exceeding GS-0201-11 Human Resources Specialist (Employee Benefits).
Preferred Qualifications:
- Bachelor's degree in a related field.
- PMP or similar certification preferred.
Pay and Benefits The salary range for this position is $120,000 to $160,000 annually.
