Kalman & Company is looking to hire a Program Analyst IV for an onsite position in Edgewood, MD. The salary range is $100K/year-$110K/year. They shall assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines. 2. The Subcontractor shall maintain awareness of program execution and milestones, as well as their strategic impacts, applying acquisition processes and policies as outlined in the DoDI 5000.02, relating it to product development, production, and sustainment. 3. The Subcontractor shall consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities. 4. The Subcontractor shall assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals. 5. The Subcontractor shall manage, synchronize, and track multiple, complex, and cross-functional actions. 6. The Subcontractor shall support projects or tasks which involve tracking risk and providing constant status or process oversight. 7. The Subcontractor shall facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs. 8. The Subcontractor shall apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions. Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users' requirement. 9. The Subcontractor shall review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions. 10.The Subcontractor shall assist in identifying, assessing, developing, and mitigating program risk. 11.The Subcontractor shall draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with Department of Defense (DoD) policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones. These activities require use of Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word. 12.The Subcontractor shall maintain a list of required documents for assigned programs with corresponding projected need dates. 13.The Subcontractor shall lead an integrated product team (IPT) and/or participate and provide input to program functional IPTs, Interim Program Reviews (IPRs), milestone decisions, and required program updates. 14.The Subcontractor coordinates both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. The Subcontractor shall support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, the Subcontractor shall develop meeting minutes and/or an executive summary. 15.The Subcontractor shall review and provide input to acquisition documentation in support of program milestone decisions and IPRs. 16.The Subcontractor shall provide input to support annual, monthly, and weekly recurring reports, as needed. 17.The Subcontractor shall write, review, and staff high-level staff action papers, studies, policies, and acquisition documents, brief leadership on the status of program reviews and recurring reports. 18.The Subcontractor shall provide program status updates at regular senior staff meetings. 19.The Subcontractor shall communicate programmatic issues, concerns, and information. 20.The Subcontractor shall assist in developing and updating top-level briefings for public presentation to be utilized at various conferences and events. 21.The Subcontractor shall track the status of action items, meeting minutes, program milestones, and monthly reports. 22.The Subcontractor shall assist in determining appropriate assignments, setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines. 23.The Subcontractor shall ensure that product teams are aware of deadlines, assignments, and objectives. 24.The Subcontractor shall assist in maintaining program management tools and processes. 25.The Subcontractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and providing updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 26.The Subcontractor shall assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations. 27.The Subcontractor shall monitor/protect acquisition-sensitive materiel. 28.The Subcontractor shall meet assigned deadlines. 29.The Subcontractor shall develop trend analyses and provide strategic guidance and recommendations to senior staff. 30.The Subcontractor shall create a schedule baseline that incorporates major functional area (i.e., business, systems engineering, logistics, production, and operations) activities. 31.The Subcontractor shall assist with analysis of individual schedule variances and determine the IMS execution status of the overall program. The Subcontractor shall also assist with development of program-level schedule execution reports. 32.The Subcontractor shall review program documentation and technical reports, conduct assessments, and communicate issues regarding product development, storage, and sustainment. 33.The Subcontractor shall develop, implement, and monitor information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides. 34.The Subcontractor shall implement and monitor training programs regarding physical, information, and operational security. 35.The Subcontractor shall develop, implement, and monitor policies, instructions, procedures, control systems, and methods for the following functions: a. Delegation and exercise of classification and declassification authority b. Use of classification guides, document marking, and safeguarding c. Personnel access controls d. "Need to Know" criteria e. Physical storage and control f. Security education g. Transmitting, transferring, reproducing, downgrading, and destroying information 36.The Subcontractor shall provide information on new developments and advances in security processes, methods, and application, to include resolution of unique, time sensitive issues and implementation of new techniques, requirements, and systems. 37.The Subcontractor shall facilitate efficient communication and program support between Joint Product Lead CRBN IEW and Higher Head Quarters and external agencies. 38.The Subcontractor shall possess knowledge and understanding of General Funds Enterprise Business System (GFEBS), Procurement Portfolio Management Tool (PPMT), Comprehensive Cost and Requirement (CCAR)/spend plans, Project Management Resource Tools (PMRT), Acquisition Reports (MAR), Acquisition Information Repository (AIR). Data Access Program Reporting (DAPR), Program Data Alignment App (PDAA) which replaces MAR and DAPR databases, Integrated CBRND Analytics Platform (JICAP), JACKS Master Analytics Portal (JMAP), G-Invoicing (G-INV)/7600A development, creating and approving a Program Management Controls (PMC) document of DSTS Taskers and Software Acquisition Pathway (SWP) and SWP metrics reporting. The Contractor shall generate, update, and/or provide as needed input to support annual, monthly, and weekly recurring reports, such as the Annual Program Reviews, monthly Management Acquisition Reports and the weekly Integrated Early Warning slide(s). 2. The Contractor shall brief leadership on the status of program reviews and recurring reports. 3. The Contractor shall communicate programmatic issues, concerns, and information. 4. The Contractor shall track the status of action items, meeting minutes, program milestones, and monthly reports. 5. The Contractor shall ensure that product team(s) are aware of deadlines, assignments, and objectives. 6. The Contractor shall provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 7. The contractor shall assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations. 8. The Contractor shall complete various internal and external taskers, such as those in the Staff Action Status Information system and those in the Joint Product Lead CBRN Integration Operations Task Management website. 9. The Contractor shall complete various forms (e.g., UFRs, etc.). 10.The Contractor shall maintain contact with external organizations to manage Memorandums of Agreement and Memorandums of Understanding and to discuss budgetary and financial matters. 11.The Contractor shall provide program analysis and support to all relevant programs, assisting to identify, assess, manage, and mitigate program risk; assisting to prepare Procurement and Research, Development, Testing, and Evaluation (RDT&E) forms; drafting and maintaining budget spend plans; and monitoring obligations, disbursement of funds, and changes in program cost, performance, and schedule. 12.The Contractor shall provide necessary reports and documents to team members for submission to General Fund Enterprise Business Solutions (GFEBS) and the Joint Integrated Chemical, Biological, Radiological, Nuclear Analytical Platform (JICAP) 13.The Contractor shall assist in the development of contract and financial documents (e.g., purchase requests, etc.) for submission to GFEBS. 14.The Contractor shall update pertinent financial data in all Government systems (e.g. the Comprehensive Cost and Requirements (CCaR) system and JICAP, etc.) and program updates. 15.The Contractor shall analyze, develop, and refine acquisition, business, and financial strategies, as well as Program Objective Memorandum (POM) submissions to JPEO CBRND. 16.Contractor shall be able to work in a fast paced, agile work environment to answer short suspense's and taskers 5.2.1.9.2 The experience and certification requirements listed below are essential to successfully perform the tasks above: 1. The Contractor shall have a minimum of 6 years of experience with acquisition activities related to DoD Instruction 5000 series policies 2. The Contractor should previously participated on Integrated Product Teams (IPT) and shall have a minimum of 4 years of experience with the development of input for and entering information into: a. Program Management Reviews (PMR) b. Procurement Portfolio Management Tool (PPMT) c. Comprehensive Cost and Requirements (CCAR) d. Budget Execution Reviews (BER) e.
