BID/JOB ANNOUNCEMENT AUDITOR III Department of Finance Employee Benefits Management Division Number of Positions: 1 (Additional vacancies are possible pending budget approval) Starting Annual Salary: $87,516 This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Under general supervision, performs senior-level professional auditing duties where the position works independently on moderate to complex auditing assignments. Essential Duties: * As the lead auditor, oversees the audit process and assigns audit roles to other team members. * Reviews refund audits performed by Audit & Finance staff to ensure accuracy. * Meets with various parties (e.g., company representatives, internal executives, staff, other department members) to discuss the audit process, present an audit schedule, and request financial documents. * Examine accounting records, invoices, bank statements, and computerized ledgers to determine compliance with generally accepted accounting principles, the municipal tax ordinance, and contract provisions. * Plan and execute different types of internal audit engagements ranging from financial to compliance. * Identify and evaluate risks, develop recommendations for resolution, prepare detailed audit reports to present to Management. * Prepare various financial reports to effectively assist in the budgeting and forecasting process. * Examine financial reports and ledgers to determine compliance and ensure accuracy. * Communicate and meet with vendors, company representatives, and departmental staff on audit findings, and internal control deficiencies. * Uses software applications to extract accounting data from client databases and analyze computerized journal entries and trial balances for appropriateness of financial transactions. * Organizes financial data obtained from audit assignments and prepares computerized spreadsheets and analyses of data. * Prepare detailed reports of audit findings and explains results to audited agencies. * Recommends corrective action for non-compliance issues, e.g. M/WBE reporting. * Interprets contract provisions; monitors contract performance to ensure compliance with terms and conditions. * Perform financial analysis throughout the Request for Proposal (RFP) process, from the initial planning stages to the final vendor selection process. * Makes recommendations for improving accounting and record keeping procedures. * May participate in special audit investigations and the preparation of related reports. * May supervise lower-level auditors on audit assignments. * Explains internal accounting processes and researches financial records to respond to inquiries from private auditors, and City employees as required. Additional duties may be required for this position. Location: Department of Finance 2 N. Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 credit hours in Accounting, plus two years of professional auditing experience, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met. Selection Requirements: This position requires applicants to complete an interview which will include a written exercise and/or skills assessment as part of the interview. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement. The interviewed external candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. Desired Skills * Knowledge of financial management, and auditing principles. * Experience leading, coaching or mentoring lower-level senior auditors. * Proficiency in using Microsoft Excel and Word.
