The role falls within the Growth Unit (Public Sector), which manages how RTI pursues, wins, and grows our project portfolio across U.S., state, local, and foreign governments, and foundations, in collaboration with technical staff across the organization.


What You'll Do

The Proposal Development Specialist (Internal Title: Proposal Development Specialist 1) plays a key role in coordinating and developing compelling, compliant, and high-quality proposals in response to client solicitations. This entry-level position supports the proposal development lifecycle from kickoff to submission, working closely with cross-functional teams including BD, subject matter experts, and business partner teams. A proposal development specialist must be highly motivated, exceptionally organized, and possess strong communications skills and be adept at working on a variety of simultaneous projects. This position is a remote work position but must be available to work East Coast hours.

Your primary responsibilities will include but not be limited to:

  • Creates proposal SharePoint sites
  • Ensures SharePoint folders and templates are updated
  • Creates proposal pursuit materials including Kickoff, Pink Team, and Red Team, and meeting notes and update materials for compliance as Q&A or amendments dictate
  • Gathers example proposals and bolster text repository based on Technical team requests
  • Manages small subcontracted or short-turn proposals for federal and state and local government clients
  • Coordinates needed information with internal business partners
  • Performs compliance checks between red draft proposals and their solicitations
  • Assists with federal and state and local government portal submissions confirming compliant uploads and maintaining an upload schedule (such as Grants.gov Workspace, DOJ JustGrants, NIH ASSIST, etc.)
  • Coordinates hard-copy proposals with 3rd party vendor
  • Facilities and summarizes White Hat/Internal lessons learned process debriefings
  • Ensures proper archiving of proposal materials following submission through award
  • Supports the implementation and use of departmental processes and procedures
  • Updates internal, Team databases such as: PM Manual, Good Proposals, and boilerplate resource(s) as needed
  • Takes notes at Proposal Manager team meetings
  • Tracks assigned opportunities in SalesForce and confirms records are current with Proposal Process information (delivery waiver notifications, opportunity notes, etc.)
  • Troubleshoots issues regarding SharePoint folders with GTS and Proposal Managers on workarounds and solutions
  • Performs miscellaneous proposal development administrative tasks
  • Provides out of office or backup coverage as needed

What You'll Need

Required Qualifications:

  • Bachelor's degree plus 0-2-years related experience in proposal management/coordination (or relevant internships or co-ops in lieu of years of experience), or equivalent combination of education and experience
  • Applicants must be legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment visa sponsorship

Preferred Qualifications:

  • Understanding/Experience in government contracting or responding to commercial RFP's
  • Experience with AI proposal development tools
  • Knowledge and experience with RTI's proposal systems and processes, a plus

Knowledge, Skills, and Abilities:

  • Ability to work closely within a trusted team environment where sharing and teamwork are valued
  • Ability to work in a fast-paced environment, sometimes under pressure; proactive, resourceful, and efficient, with a high level of professionalism
  • Strong project management, organizational and general "people skills"; including strong written and verbal communication skills
  • Experience with Microsoft Suite programs (MS Word, Outlook, OneNote, Teams, PowerPoint, etc.) and/or SharePoint
  • Demonstrates RTI Values and Lead Forward behaviors which is vital for the Institute's success

The anticipated pay range for this role is listed below.
