Position Description

Job Description
ENSCO's Mission Systems Group (MSG) is seeking a highly experienced Senior Cyber Operations Expert to serve as a Subject Matter Expert (SME) in Integrated Network Systems of Systems (INSS). This position directly supports the Office of the Under Secretary of Defense for Research & Engineering (OUSD/R&E). The ideal candidate is a seasoned networked computing architect with deep expertise in cyber operations and the maturity to engage with senior government officials, external stakeholders, and DoD leadership. Mature judgement required in order to interface with external stakeholders and senior government personnel.

Position Description:




  • Advise and support the Principal Director (PD) in JADC2, C3 Leadership Board, and related working groups.



  • Develop and maintain modernization roadmaps for DoD systems across land, sea, air, space, cyber, and EW.



  • Coordinate with DoD leaders, Services, Agencies, and partners to align roadmaps with mission needs.



  • Prepare presentations and reports for senior DoD leadership, Congress, industry, and academia.



  • Track and align budgets for efforts tied to the PD's priorities.



  • Support the development of DoD strategies, policies, and guidance.




Qualifications Required




  • Master's degree in science or engineering (STEM discipline) with a minimum of 14 years of relevant experience in military communications, cyber operations, systems engineering, protected RF communications, high-data-rate laser communications, smart networking, or related technologies.



  • Strong background in all layers of the OSI 7-layer model, with emphasis on Layer 1 (Physical) and Layer 4 (Transport).



  • Ability to work with Universal Command and Control (UC2) language for machine-to-machine (M2M) command and control.



  • Proven experience developing and demonstrating mission capabilities to identify and close technology gaps aligned with the National Defense Strategy (NDS).



  • Prior experience with the Department of Defense Research, Development, Test & Evaluation (RDT&E) mission and processes.



  • Expertise in analysis of alternatives, systems integration, requirements development, and testing.



  • Hands-on experience in portfolio management and program oversight.



  • Familiarity with Cross-Domain Solutions (CDS) technologies and their application to secure multi-domain operations.



  • Exceptional writing, communication, and briefing abilities, with demonstrated experience interfacing with senior leadership.



  • Active DoD Top Secret/SCI clearance (or DoD TS with SCI eligibility within the past 12 months) required.



  • U.S. citizenship mandatory.




Qualifications Desired




  • PhD in STEM and 20 years' experience in the subject matter required.



  • DoD or National Capital Region work experience.



  • Experience supporting senior government civilians and/or military.




Required Certifications: Candidates should hold at least one DoD 8140-compliant certification, such as CISSP (required baseline), CISSP-ISSEP/ISSAP, or CASP+. Additional certifications like CISM (management focus) or CEH, GCIA, or GCIH (cyber offense/defense) are highly desirable.
