Job Description Summary:
The People Concern Project-based Housing Program houses individuals transitioning from homelessness to permanent supportive housing units that are attached to supportive services.
The Program Manager of Residential Services Coordination is responsible for daily oversite of the Residential Service Coordinators across the Project-based Housing sites. This includes assistance with client social and life skills activities, coordination of services, and weekly supervision of the RSC team. The Program Manager ensures funder standards are met and support collaborative working relationships with site-based partners including property managers, housing developers, and local community resources.
Job Description Essential Duties and Responsibilities:
- Oversight of client-focused programming planning in collaboration with on-site case management staff, property management and clients based on community and client goals and needs.
- Ensure client engagement status statistical data (manually and via computer system), per agency policy is maintained on accurate file keeping of program activities.
- Participate in on-going program evaluation, needs assessment, and program development / implementation.
- Develop like skills curriculum and training material and ensure that RSC staff is trained and able to facility this curriculum.
- Facilitate and participate in weekly team meetings, huddles and case consultation utilizing a trauma-informed care lens and harm reduction approach.
- Collaborate with other Housing Department teams, DHS supports, and community partners to develop creative interventions focused on improving the safety, well-being, and independent living skills of our clients.
- In accordance with the Department of Health Services (DHS) Intensive Case Management Services (ICMS) Statement of Work and expectations, support wellness programming that addresses the domain of "Social Functioning" Including financial, legal, education, vocational, family, leisure, community services/supports, and other strengths/needs.
- Appropriately respond to client crisis management including directly assessing or consulting clinical staff for assessment of voluntary and involuntary psychiatric hospitalizations, as needed.
- In coordination with the Project-based Housing Director, provide budgetary oversight of program administration and ensure program revenue and expenses are within the annual budget.
- Ensure Residential Service Coordinator (RSC) staff are linking clients to appropriate services and utilizing a "Whatever It Takes" approach. RSC will aid with locating and secure housing connections to community resources, government and state benefits, medical, mental health and substance use services.
- Provide support and containment to team in the event of client death and/or traumatic incident. Coordinate or provide debriefing when appropriate.
- Ensure that all individual staff supervisees complete Annual Reviews in a timely manner.
- Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
- Hire and manage staffing of the RSC team and ensure staff are adequately trained and abide by all agency and department policies and procedures.

Job Description Qualifications:
- Bachelor's degree in social work or mental health-related field - OR - 2 years equivalent work experience running groups or classes with adults or working with people experiencing homelessness, unless otherwise approved by the funder.
- Minimum of two years' full-time experience working with the homeless, preferably those living with mental illness and/or substance addictions.
- Able to work in a high tolerance Harm Reduction model with clients who have multiple barriers.
- Current, valid CA Driver's with an acceptable driving record.
Job Description Preferred Qualifications:
- Two years' supervisory experience managing staff preferred.

- Field (may need to travel) and indoor office environment.
- Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
- On occasion walk or drive to different local sites
- Will necessitate working in busy and loud environments
- Will be exposed to elements like cold, heat, dust, noise and odor
- May need to bend, stoop, twist and sit throughout the day
