Job Summary

The Student Services Manager plans, manages, and evaluates the implementation of adult education program services for multiple Rio Salado College locations. The Student Services Manager supervises staff and monitors operational compliance for adult education programming to serve students pursuing a High School Equivalency Diploma through GED testing or other pathways; students seeking to improve English language skills; and students receiving college and career preparation and workforce training as outlined under federal Workforce Innovation and Opportunity Act (WIOA) legislation. The Student Services Manager also assists in planning, developing, and managing the department budget and assigned grants.

Essential Functions

40% - Plans, manages, and evaluates the implementation of adult education program services (i.e., high school equivalency, English language, and career training programs inclusive of Integrated Education and Training); monitors operational compliance with WIOA legislation, college regulations, and grant program directives; develops, communicates, and updates program guidelines; and oversees program review, audit, and data management practices

35% - Assists in developing and managing the department budget and grant project budgets; provides technical assistance for department position set-up; creates and maintains employee records including compensation data; serves as a resource person for payroll-related issues; serves as a program point of contact for the Arizona Department of Education, Rio Salado Business Services, and internal district departments on project purchases and expense monitoring (e.g., purchase orders, invoices, and department procurement cards); organizes, coordinates, and monitors registration and travel for program-related conferences and other professional learning activities

15% - Assigns, supervises, evaluates, and develops staff, serving as a lead manager for operational teams and committees

10% - Oversees student and employee events, including but not limited to the High School Equivalency Graduation, National Adult Education Honors Society Induction Ceremony, and professional learning for operational teams; coordinates with internal and external stakeholders; and performs other duties as assigned

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, sociology, business administration or related field and five years of progressively responsible student services or related experience that includes such things as administration of policies and procedures, program oversight and two years of supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Six (6) or more years of experience overseeing program procedure development and outcome reporting
B. Three (3) or more years of experience managing grants for operational compliance and program success
C. Three (3) or more years of experience tracking/assessing data and managing program review and audits
D. Three (3) or more years of experience developing, monitoring, and managing budgets
E. Experience coordinating college program events with staff and students

Special Working Conditions

Travel to campus during the interview and selection process will be at the candidate's own expense. May require some evenings or weekends. May require prolonged periods of viewing a computer screen. May be required to lift or carry up to 25 lbs.

Assigned work location is Rio Salado College (2323 W. 14th St., Tempe, AZ 85281).
