Job Overview
The Dudley Senior Compliance Officer will assist Senior Management and Dudley Ventures Chief of Compliance in managing the risks associated with federal, state, and local regulations governing tax credit investments, including New Market Tax Credits (NMTCs) and State and Local Tax (SALT) regulations. Provide comprehensive analysis and delivery on compliance projects, ensuring adherence to applicable tax credit laws, investment structures, reporting requirement and state and local tax regulations.

Job Description
Responsibilities include but are not limited to:


  • Develop and/or maintain effective compliance monitoring programs and risk assessments with an emphasis on NMTC and SALT regulatory compliance.
  • Manage state tax compliance including researching and analyzing a wide range of tax issues and implications (e.g., nexus considerations and apportionment methodology).
  • Provide advice and assistance to management on compliance issues related to tax credit transactions, investment structures, and reporting obligations, including opportunities for process improvements.
  • Stay current on all federal, state, and local regulatory changes impacting tax credit investments and ensure policies, procedures, and communications reflect those changes.
  • Participate in reviews, audits, and regulatory examinations related to tax credit investments. Document results and present findings to management.
  • Investigate and prepare responses to inquiries or audits performed by outside agencies.
  • Identify areas of potential vulnerability and risk, develop corrective action plans, and provide general guidance to address compliance issues.
  • Assist in the development, implementation, and monitoring of compliance program training materials specific to tax credit investment regulations. Conduct compliance training as needed.
  • Assist in developing senior management and board presentations.
  • In the absence of the Manager, Compliance or CCO, provide mentorship to others in the day-to-day operations of the department.

Requirements
Required Skills:


  • Strong research skills to interpret tax laws, regulations, and guidance from multiple jurisdictions.
  • Ability to interpret and apply tax laws and work cross-functionally with legal, finance, and operations teams
  • In-depth knowledge of tax credit investment regulations, including NMTC program compliance and SALT requirements; familiarity with related federal and state tax regulations.
  • Intermediate to advanced PC skills for Microsoft Office -- Word, Excel, and Outlook.
  • Excellent verbal and formal written communication skills.
  • Ability to analyze complex tax and compliance problems and develop effective, legally sound solutions.
  • Ability to manage and complete compliance projects effectively, often with tight deadlines.


Required Experience:


  • Bachelor's Degree in Business, Finance, Accounting, Law, or a related field. Five plus years of compliance-related work experience, preferably in tax credit investments.


Preferred Experience:


  • Juris Doctor (JD) with tax law experience, ideally with a focus on SALT compliance. Prior experience as a tax attorney or working in a legal/compliance capacity on tax credit transactions. Additional education such as specialized compliance or tax credit training programs.
