About the Opportunity
The Auditor is responsible for conducting comprehensive evaluations across three areas: Program Reviews, K-12 Financial Reviews and Internal Process Reviews. This role ensures financial accountability, operational efficiency, and program effectiveness by assessing compliance with applicable regulations, identifying risks, and recommending improvements. The position requires a deep understanding of financial oversight, internal controls, and program evaluation methodologies to support decision-making and drive continuous improvement. The Program Review role is responsible for managing a schedule of regular program reviews of North Carolina public and private colleges and universities to ensure their compliance with State laws and regulations governing scholarship, grant, and loan programs administered by the Authority. The position establishes review standards, prepares a regular review schedule, and performs reviews of student records and institutional policies and procedures. It prepares and disseminates preliminary and final program review reports that summarize and justify findings and offer recommendations. It works with college and university management to address concerns. It also serves as a resource to SEAA management and assists with the creation of new programs or changes to existing programs, offering guidance on best practices for internal controls to protect program assets. The K-12 Financial Review role involves reviewing private school financial statements to ensure their compliance with State regulations governing student grant programs administered by the Authority. This includes verifying that financial statements are structured properly, prepared by a CPA licensed in North Carolina, and include accurate reporting in separate line items for the two available funding streams. The Internal Process Review section focuses on evaluating internal workflows, identifying inefficiencies and strengthening operational controls to optimize organizational performance. This position requires strong analytical skills, attention to detail, and the ability to collaborate with various stakeholders to enhance transparency, efficiency, and accountability across financial, operational, and programmatic functions. The position works independently with limited supervision to manage review schedules, establish priorities, and meet deadlines. It must develop and maintain a strong understanding of program rules and awareness of emerging issues in order to identify and implement modifications to review programs as needed. It requires the ability to establish and maintain effective professional working relationships with SEAA management, school officials, SEAA staff members, and other partners. It must use strong written and verbal communication skills to prepare reports and correspondence, deliver oral presentations, and convey information effectively. It utilizes strong analytical and organizational skills to compile, organize, analyze, and summarize large data sets in spreadsheets, create random samples and prepare for reviews. This position is expected to work on-site at least three days per week and may be eligible for a hybrid work arrangement, consistent with System Office policy. North Carolina State Education Assistance Authority (NCSEAA) employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the North Carolina State Education Assistance Authority The North Carolina State Education Assistance Authority (NCSEAA), an agency of the State of North Carolina, is authorized by the General Assembly to plan, finance and administer student financial assistance programs of a statewide or inter-institutional nature. It serves students attending public and private two- and four-year colleges and universities in North Carolina, as well as families of students attending nonpublic K-12 schools. About the Team The Division of Audit Services and Government Affairs oversees the use of funds by institutions, nonpublic schools, and other entities for programs administered by SEAA related to financial aid assistance programs, through its audit services and program review functions. The division also supports the Executive Director and SEAA's legislative strategy and liaison responsibilities with the NC General Assembly, external parties, and other government agencies. Minimum Education, Experience, and Skills Mid-career with Masters and 1-2 yrs experience; or Bachelors and 2-4 yrs experience Required Competencies Strong knowledge of internal controls, process optimization, and risk management; experience in operational audits, process reviews or compliance assessments; ability to document and analyze workflows using process mapping techniques; excellent problem-solving skills to identify root causes and develop solutions; strong interpersonal skills to work with diverse teams and drive process improvements. Preferred Education, Experience, and Skills Work experience in higher education financial aid office preferred.
