Job Announcement

The Fairfax County Department of Neighborhood and Community Services (NCS) has the perfect position for you! This position will provide you with the opportunity to connect volunteers from our community with rewarding and meaningful volunteer activities in NCS programs and centers and across the county.

This position, under the direction of the Community Resource Development Manager, is responsible for the daily operation, growth, and strategic vision of the volunteer program in the department. Creates and implements strategies for volunteer recruitment, retention, and recognition. Maintains and grows a wide-reaching volunteer base through outreach to community-based organizations, civic and religious groups, local universities and colleges, and corporations. Supports and promotes equity-based programs and practices that address needs and equitable access to opportunities to enhance well-being and community inclusion. Engages agency leadership, system partners, community members, and key stakeholders to develop responses to changing needs using place-based and population-based approaches and leads or contributes to the development of volunteer policies, procedures, and strategic plans in alignment with departmental goals and equity initiatives. Ensures volunteers are trained, utilized effectively, and evaluated. Acts as a consultant on all work sites to support volunteer programs. Develops and delivers training for NCS volunteers and staff on volunteer management best practices, including equity-centered approaches. Oversees the use of the Volunteer Management System (VMS) for NCS volunteers, including maintain accurate records, supporting system-wide use, training staff, and using data to inform program development and decision-making. Gathers and analyses volunteer data to identify trends and volunteer service gaps. Supervises assigned staff, sets performance expectations, and ensures alignment with program goals. Trains and supports NCS staff on volunteer supervision and best practices with an emphasis on equity, inclusion, and access, as well as provides input to staff on their volunteer programs. Applies culturally responsive practices in recruitment, training, and engagement of volunteers, and ensures equitable access to meaningful service opportunities for individuals of all backgrounds and abilities. Travels across the county to support community events and visit county facilities that recruit and utilize volunteers. Supervises volunteer program assistant and professional staff as assigned. Other duties as assigned based upon agency and county needs.

Illustrative Duties

Establishes and maintains liaisons with agency program managers to insure efficient and continued use of volunteers;
Directs the preparation of reports, budgets, position papers, legislative input and proposals;
Prepares and presents speeches to civic and community organizations to promote volunteerism;
Coordinates annual plan of training offerings for volunteers and develops in-service training materials including program-specific manuals and resource materials for diverse volunteer workforce;
Supervises full performance level Volunteer Services Coordinators and volunteer positions;
Participates as member of committee assigned task of exploring innovative volunteer programming and developing County volunteer service policies and standards.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in social or behavioral sciences, liberal arts, education, or personnel administration; plus two years of professional volunteer services coordination experience, including recruitment, selection, and/or placement of volunteers.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.

Additional Work Schedule Requirements: Requires evening, night and weekend work hours.

PREFERRED QUALIFICATIONS:

  • At least three years of experience with direct supervision of volunteers;
  • At least three years of experience in collaboration with and development of partnerships;
  • At least three years of experience with community engagement, conducting outreach, and delivery of trainings and presentations both in person and through the use of virtual and video-conference platforms;
  • At least two years of supervisory experience of professional staff and support staff;
  • Experience with volunteer management system Samaritan, including updating volunteer records, scheduling opportunities, auditing schedules, volunteer hours, and communication pieces in the database;
  • Must possess excellent verbal and written communication skills and have the ability to communicate effectively about volunteer management, policies, and programs;
  • Experience working with:
    • youth and family program participants and volunteers;
    • volunteers of diverse backgrounds;
    • volunteers of different abilities and skill levels ensuring equitable access to meaningful service opportunities.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
