DESCRIPTION OF WORK

As a Highway Administration Program Manager 2, you will collaborate with both internal and external partners to ensure projects are programmed and implemented to meet the asset management goals of the department. This includes developing, implementing, and evaluating the department's asset management program; managing and directing the activities and policy development for Posted and Bonded Roadway, as it relates to Marcellus Shale and Unconventional Oil and Gas; and directing the development of strategic pavement and bridge management programs to evaluate infrastructure performance, forensic analysis of payment and bridge failures, roadside features, and policy effectiveness. In addition, you will develop and manage polices to identify cycle time for various surface treatments to prolong statewide pavement life and sustainability.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position is eligible for alternate work schedule (AWS).
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Highway Administration Program Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures, or in the administration of related transportation programs, that includes four years in a managerial capacity or directing the work of civil engineers; or
  • An equivalent combination of professional experience and training that includes four years in a managerial capacity or directing the work of civil engineers.

Conditions of Employment:

  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration Law as amended.
