The Opportunity

Our US Pipeline Safety Compliance team is seeking an experienced DOT Drug and Alcohol Compliance Specialist to join our high-performing team, reporting to the Manager, DOT Compliance Programs. This role is based in Houston, TX, with consideration for qualified candidates in Charleston, WV and other U.S.-based regional offices.

We are seeking aDOT Drug and Alcohol Compliance Specialistwho brings expertise in managing federally regulated drug and alcohol testing programs across multiple DOT agencies. The incumbent will play a key role in ensuring TC Energy's compliance withDepartment of Transportation (DOT)drug and alcohol testing regulations, including those specific to thePipeline and Hazardous Materials Safety Administration (PHMSA),Federal Motor Carrier Safety Administration (FMCSA), andFederal Aviation Administration (FAA). This role requires strong program management skills, regulatory knowledge, and the ability to work collaboratively with internal and external stakeholders.

The successful candidate should also have operational knowledge of 49 CFR 191 and 192. The incumbent will be responsible for managing TC Energy's DOT Drug and Alcohol Program and ensuring the Company's compliance with federal regulations related to Department of Transportation (DOT) drug and alcohol testing procedures and requirements. This includes compliance with regulations specific to the Pipeline Hazardous Materials Safety Administration (PHMSA), Federal Motor Carrier Safety Administration (FMCSA), and Federal Aviation Administration (FAA). This role requires strong program management skills, regulatory expertise, and the ability to collaborate effectively with internal and external stakeholders.

What you'll do

  • Manage and administer TC Energy's DOT Drug and Alcohol Misuse Plan (PHMSA) including associated documentation, processes, and reporting requirements. Also oversee theFMCSA and FAA testing programsunder49 CFR Part 40.
  • Evaluate, monitor, and maintain designated DOT random testing pools in coordination with Operations and Health Services.
  • Administer, coordinate and communicate drug and alcohol testing procedures to include pre-employment, random, post-accident, and reasonable suspicion testing.
  • Perform Designated Employer Representative (DER) duties to include but not limited to:
    • Participate in on-call response to time-sensitive compliance matters
    • Conducting random audits
    • Making decisions during the testing process and receiving test results
    • Ensuring the confidentiality of drug and alcohol testing information
    • Completing annual and bi-annual reporting
    • Auditing DOT history authorizations and forms for compliance with DOT requirements
  • Prepare for and represent TC Energy during Federal and State Drug and Alcohol inspections
  • Respond to DOT verification requests.
  • Support other duties as assigned.

Minimum Qualifications

  • Minimum 10 years of experience in DOT PHMSA compliance (49 CFR 191, 192 and 193)
  • Strong working knowledge of DOR drug and alcohol regulations applicable to PHMSA and/or FMCSA (49 CFR Parts 40, 199, and 382)
  • High attention to detail with a strong sense of urgency and accuracy
  • Ability to work independently with minimal supervision
  • Ability to multi-task and handle changing priorities and deadlines
  • Excellent organizational and communication skills
  • Demonstrated ability to build and maintain strong internal and external relationships
  • Proven team player with the ability to work effectively in cross-functional teams and to develop and maintain collaborative working relationships
  • Proven interpersonal and communication skills, both written and verbal
  • Demonstrated ability to initiate change and influence others to adaptation
  • Ability to work in a fast paced and continuously changing regulatory environment

Preferred Qualifications

  • Familiarity withFAA drug and alcohol regulations(49 CFR Part 120)
  • Bachelor's degree in a related field preferring Engineering
  • Proficiency inSAPand Microsoft Office Suite (Excel, Word, Teams, PowerPoint, SharePoint)
  • Experience setting up and managingSharePoint environments

This position requires candidates to:

  • 15-20% travel (Conferences, inspections, and meetings)
