Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. To fulfill that purpose, we equip each employee for active participation and empower teams to communicate and worked collaboratively to improve organizational processes in order to make a difference in the lives our members. Job Overview:

The Division of TennCare is seeking a Legislative Liaison for its Legislative Affairs Division. The Legislative Affairs Unit works with the TennCare Executive Team, the Governor's office, and the General Assembly to produce the best legislative outcomes for the TennCare Program. Within the TennCare Legislative Affairs Unit the Legislative Liaison engages in direct one-on-one contact with members of General Assembly and their staff, monitors and testifies before legislative committees, attends committee and floor sessions as well as the coordination and scheduling of legislator meetings and creating weekly calendars.

Key Responsibilities:

  • Develop and maintain positive working relationships with members of the General Assembly
  • Meet with Members of the General Assembly and their staff to communicate TennCare's position on legislation
  • Attend all in-person committee and floor sessions while tracking bills, amendments and announcements
  • Be prepared to testify in committee if needed
  • Coordinate and schedule meetings with legislators for meetings during session and other year-round committees
  • Maintain weekly bill review marked calendars, reporting requirements and legislation implementation spreadsheets
  • During legislative sessions, employee may be required to work longer hours including nights and/or weekends because of unpredictable and lengthy legislative sessions
  • These sessions are typically from January through April. Employee's work schedule during these sessions is not representative of employee's typical workday.
  • Other duties and/or special projects assigned by the Legislative Director

Minimum Qualifications:

Bachelor's degree and 3+ years of full-time professional staff administrative experience or related work. Desirable qualifications:

Graduation from an accredited college or university with a bachelor's degree

or

equivalent experience with preferred legislative experience

  • Strong organizational skills, including the demonstrated ability to manage multiple tasks simultaneously while completing work within allocated timeframes.
  • Excellent verbal and written communication skills to effectively and impartially communicate with others
  • Ability to collaborate effectively with internal and external stakeholders, including an ability to receive and implement constructive feedback.
  • Strong critical thinking skills including the ability to problem solve, analyze risk and make reasoned decisions
  • Experience with Microsoft Office/Word/Excel/Outlook
