Job Description Summary: The Product System and Analytics Manager has a deep understanding of health plan operations, plan benefits, system integrations, and product analytics to oversee and guide a team of Product System Analysts and develop comprehensive product reporting. This includes responsibility for reviewing their work for quality assurance and standardization and directing their work by ensuring solutions are thoroughly sound through a strong knowledge of plan requirements (both State and Federal), identification of upstream/downstream impacts, gaps and dependencies. This individual has experience documenting business processes workflows as well as gathering business requirements to solve complex business operational and technical problems through the use of the Product System/Unified Product Platform (UPP) and related solutions and collaborating with internal and external stakeholder groups. This individual will serve as a champion for leveraging product data to improve overall business effectiveness and will provide information and analytic findings to Blue KC product organization utilizing UPP data along with related data from other areas of the business (membership, claims, etc). Under general direction, designs and executes moderately complex analysis through the creation of dashboards and ad hoc reports. Provides project leadership and direction with other analytical organization and IT system partners .
Job Description
- Lead a team of Product System Analysts to provide guidance on their day-to-day work, provide contextual healthcare and technical knowledge to identify gaps in work as well as upstream and downstream impacts, and review their work for quality assurance and standardization
- Provides oversight for the Unified Product Platform (UPP) and is responsible for managing Blue KC's relationship with FJA as the UPP system vendor.
- Provides oversight for the annual UPP budget and continually prioritizes system enhancements to ensure business and financial goals are met.
- Provides oversight of Product Configuration, including the Large Group New Sales and Renewal processes and the maintenance of all Small Group and IFP products within the UPP applications.
- Establishes Service Level Agreements (SLAs) with affected stakeholders and monitors the progress and accuracy of Product Configurations.
- Manages participation in the Benefit Exception process and similar initiatives to ensure benefits can be supported in the system.
- Facilitate resolution of configuration issues with impacted stakeholders.
- Provides oversight of integration of Product Information with downstream processes and entities. Ensures the team has a thorough understanding of integration points and provides integration information and best practices for integration to interested parties. Champions the appropriate use of Product data throughout the organization.
- Serves as the owner of the Blue KC product models, core benefits and other product components to ensure that each instance of a plan/product adheres to Blue KC business rules and State and Federal regulatory standards.
- Serves as the Subject Matter Expert (SME) for core benefits, product components, and programs both within Product Development and throughout the organization.
- Maintains knowledge and understanding of current and pending regulatory standards, basic rating principles, and Blue KC business practices to provide appropriate oversight for UPP plan/product guardrails and administration.
- Will lead the development of a new product reporting discipline through collaboration and engagement with Sales, Actuary, Finance, etc.
- Ensures the accuracy and availability of Product data for reporting and the availability of reporting interfaces to ensure product report requests are fulfilled appropriately.
- Develops and writes executive summaries for reports related to analytic findings and for opportunities for improved product management.
- Provides ongoing technical support to internal product team related to reporting requests, analytic findings and platforms utilized by Blue KC.
- Investigates and mines data to discover areas of opportunity for improving overall performance of the product portfolio.
Minimum Qualifications
- Bachelor's degree in business, information management, IT systems, health care administration, or related academic field; or an equivalent combination of education and experience
- 10 years of relevant experience, including prior experience working in and leading interdisciplinary project teams
- Experience managing multiple Market Segments and product lines subject to unique regulatory requirements.
- Moderate to thorough knowledge of benefits market: funding types, regulatory context, and medical benefits.
- Prior experience with or exposure to health insurance products and data.
Preferred Qualifications
- MBA, MHA or equivalent combination of education and experience.
- Demonstrated ability to lead the development of comprehensive reporting and ensuring data integrity.
- Data integration and user experience design
- Excellent verbal and written communication skills.
