REQUIRED QUALIFICATIONS / SKILLS

  • Possesses the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
  • Possesses the ability to perform tasks and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
  • Demonstrates advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise.
  • Works high-visibility or mission critical aspects of a given program and performs all functional duties independently.

EDUCATION:

  • BS and 20 years of experience
  • MS and 10 years of experience; and
  • an ABET-accredited BS or MS degree in engineering

PREFERRED QUALIFICATIONS / SKILLS

  • Knowledge of avionics engineering in support of avionics subsystem definition, development, integration, all verification methods to include review of ICD, sustainment, Modeling, Simulation and Analysis (MS&A), T&E, and airworthiness certification across a wide range of hardware and software systems.
  • Knowledge of radar theory and principles, and an understanding of the radar design, development, and implementation process is required.
  • Have working knowledge of the ITAR and foreign disclosure processes. The Contractor shall understand the Congressional notification and RIP/RIS approval process and support the Government in working through these processes.

RESPONSIBILITIES

  • Develop/review/update applicable program documentation for avionics engineering relevant requirements. The Contractor shall assist the Government in drafting and developing systems/subsystem specifications and various engineering documents in support of milestone reviews and events.
  • Responsible for development and test of the program system hardware and software and its integration into the program system architecture. The Contractor shall attend all technical reviews and provide technical advice on the path forward to installation of the new hardware and software into the system. The Contractor shall review system specific test plans and participate in the conduct of system, subsystem, and component testing.
  • Support and conduct performance effectiveness, cost effectiveness, cost performance, life-cycle cost, producibility, maintainability, supportability, reliability, technical and schedule risk assessments, and scheduling trade-off studies.
  • Support hardware/software development and related system ground and flight test activities including, but not limited to, hardware-in-the-loop, subsystem integration labs, developmental T&E, and initial operational T&E related activities.
  • Support and conduct systems analyses to include, but not limited to, avionics system design/design feasibility and state-of-the-art assessment requirements, system capacity analysis, investigate alternative solutions and architecture trade-offs, support operations concept development and document results.
  • Perform analyses of avionics and subsystems including, but not limited to, system threat analysis, laser systems, computer systems, avionics interfaces, and multiplex data bus communications. The Contractor shall also identify potential issues and/or areas of improvement for Government consideration.
  • Accomplish data processing including centroiding, tracker, timing issues, data loading issues, software; interfaces to combat system and/or automation systems including required data, quantity of data, data merging and integration.
  • Accomplish MS&A of radar, targets, and clutter/weather; testing and evaluation of radar system performance including developing test plans and procedures, witnessing tests, and writing test reports for qualification testing, operational field testing, and factory system-level testing.
  • Support Aircraft Information Management Systems (AIMS) requirements/testing/certification and spectrum management requirements/testing/certification.
  • Use knowledge of Communication Navigation Surveillance/ Air Traffic Management (CNS/ATM) requirements, policies, and regulations to define requirements, complete CNS/ATM compliance matrices, and support testing and certification of aircraft and supporting systems.
  • Perform technical activities associated with radar waveforms and signal and data processing techniques that provide robust performance in Electro-Magnetic Interference (EMI), Electronic Counter-Measure (ECM), multipath, ducting, and clutter environments. These activities may include, but not limited to, phased array and active aperture antennas, adaptive array processing, digital beam forming, klystron and solid-state transmitter technologies, receiver and transmitters stability issues, advanced Analog-to-Digital (A/D) technology, EMI, ECM, and EW. Digital signal processing including Moving Target Indication (MTI), pulse Doppler, monopulse, imaging, and adaptive techniques, Constant False Alarm Rates (CFARs), clutter maps, and timing issues.
  • Apply an understanding of aeronautical vehicle systems, software, and/or airborne or related ground systems avionics capabilities to support the core engineering tasks as they relate to EW engineering.

FMS:

  • Provide advice on USG policy and technical requirements for individual countries as it relates to the acquisition programs.
  • Provide FMS expertise for various FMS programs within the F-15 Division that are in varied DoD acquisition stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines.
  • Assist with the monitoring, reviewing, analyzing and coordinating security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, LOR, LOA, the Foreign Assistance Act, the AECA, ITAR, and other relevant legislation.
  • Assist with P&A and LOA, SOO/SOW development/editing, and reviewing of proposals as assigned by the Government. The Contractor shall assist with reviews of various acquisition documents, export licenses, or other documentation submitted by the prime weapon system or original equipment manufacturers for Government review; and assist with release and coordination of Government responses.
  • Assist with the implementation and execution of assigned LOAs IAW the AECA, Security Assistance Management Manual, DSCA Manual 5105.38-M and complete assigned projects with no or minimal assistance.
  • Provide technical expertise and advice to SAPMs, line managers, and functional team members across all phases of the acquisition process and insight into areas relating to technical policy and lessons learned. The Contractor shall ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems through sustainment and disposal.
  • Work with Government personnel, outside agencies, Contractor personnel, and others to support the program. Contractor personnel assist in preparation of technical material for internal and external briefings, presentations, documents and reports.
