White Pine Innovations is seeking a Contract Manager to support the Defense Security Cooperation University (DSCU) at Wright-Patterson AFB (Dayton), OH. The successful candidate will be highly knowledgeable in customer experience, stakeholder engagement, and program/financial management as well as possess excellent interpersonal and communications skills. Significant experience with and knowledge of the Defense Security Cooperation Agency is highly preferred. Roles and Responsibilities include but are not limited to:
- Administer personnel functions of department, such as training, work scheduling, promotions, transfers, and performance ratings. Provide oversight and management of contract team often involving multiple tasks and groups of personnel at multiple locations.
- Support and leverage business process re-engineering efforts to achieve contract deliverables.
- Ensures quality management, and monitor overall project and contract performance, including all relevant projects and their potential impact on higher level organizational strategic vision.
- Provide quality guidance or recommendations to colleagues, clients, or senior leadership as deemed necessary; this may include subject matter and unique technical knowledge.
- Coordinate the activities / support of the contract team and liaise with military and government civilians to provide required support.
- Ensure the on-boarding, training, and off-boarding of contract team members as required.
- Proactively identify and resolve issues in providing support to the government and ensure all deliverables are completed and submitted on time.
- Perform analysis and advice to management on the evaluation of the effectiveness of branch, division, and directorate programs and operations and conduct quality assurance and management functions to ensure proactive support to the government.
- Manage activities of professional level personnel concerned with contracts for purchase or sale of equipment, materials, products or services.
- Negotiate contracts with representatives and coordinate work of sales, production, and shipping departments to implement procurance of products or services in accordance with needs.
- Perform liaison work with engineering and production departments concerning contractual rights and obligations.
- Analyze records of supply sources, movements of materials from plants, and current and prospective demands.
Basic Requirements:
- Master's degree in a related field.
- 15+ years of senior leadership experience in or supporting the US government.
- Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation.
- Skilled in customer experience, stakeholder engagement and program & financial management
- Ability to analyze and interpret complex data, processes, and reports related to revenue cycle and integrity and identify and resolve related issues and problems
- Ability to collaborate and communicate effectively with team members, clients, business partners, and other various stakeholders involved in revenue cycle.
- Ability to succeed in a dynamic team environment and produce deliverables in tight timeframes.
- Microsoft Office 365 proficiency (Excel, Word, PowerPoint, Teams).
- Excellent oral, written, and interpersonal skills.
Desired Qualifications:
- Substantial experience within the Security Cooperation environment and requisite knowledge of management operations and stakeholders
- Knowledge of Security Cooperation policies and regulations.
