We are seeking a highly experienced Budget and Finance Analyst II to join our team at the Census Bureau. The ideal candidate will play a crucial role in supporting the development of the program Information Technology (IT) budget throughout the life of the project, specifically focusing on the 2030 Census. This position bridges financial analysis and automation, requiring strong communication skills to coordinate between technical and financial teams while driving process improvements and reporting accuracy.

This is a hybrid position, primarily remote, with a potential to return to work at the Census Bureau.

This position is contingent upon award.

Responsibilities include, but are not limited to:



  • Supports IT budget formulation and budget execution activities.
  • Prepare regular and special IT budget reports and analyze monthly department budgeting and accounting reports to maintain expenditure controls.
  • Determines the feasibility of automating government financial business practices.
  • Assist in defining and executing governmental financial business practices and incorporate the defined processes into an automated solution.
  • Serve as the liaison between the financial specialist and automation specialist that do not have both disciplines.
  • Communicate with both IT and finance-oriented individuals to document the flow, recommend opportunities, and influence recommendations.
  • Applies sound accounting and data processing principles while developing automated processes to fit an existing financial application.


Basic Qualifications:



  • BS/BA degree in business, management, or equivalent field.
  • Approximately 4 years of related experience.
  • Ability to analyze IT funding requests from multiple stakeholder groups and assess them for reasonableness.
  • Expertise in financial analysis, forecasting, and funds control techniques.
  • Experience in reviewing financial reporting processes.


Desired Skills:



  • Advanced degree in business or a related field.
  • Experience working with large-scale and/or concurrent projects.
  • Excellent communication and teamwork abilities.
  • Proficiency in financial software and tools.
