Job Summary

The Broker Training Instructor is responsible for designing, developing, delivering, and managing training programs for internal and external clients. This role supports the Broker qualification program and provides training for processing, projects, Clive, and other internal entities as required. The position ensures all training complies with transportation, nuclear, and environmental regulations, using the Systematic Approach to Training (SAT) to maintain technical accuracy and instructional effectiveness. Frequent travel to processing and nuclear facilities is required to deliver training and support operational needs.

Key Responsibilities

  • Develop, maintain, and deliver training programs in compliance with 49 CFR, 10 CFR, EPA Waste regulations (40 CFR Parts 260-299), DOE Orders, and applicable nuclear facility requirements.
  • Support the Broker qualification program, including assignment of shippers/brokers to processing facilities and participation in Broker committee activities.
  • Design and deliver training using classroom, web-based, and computer-based methods, ensuring technical accuracy and instructional quality.
  • Monitor, evaluate, and document training activities; update materials based on regulatory changes, lessons learned, and feedback.
  • Maintain training records through a Learning Management System (LMS) or equivalent tracking system.
  • Provide mentorship and guidance to training staff as needed.
  • Identify training and qualification requirements, program milestones, and schedules; collaborate with management and SMEs for technical accuracy and relevance.
  • Research and apply new training methods; recommend improvements to existing programs.
  • Administer instructor and broker/shipper qualifications against defined standards.
  • Coordinate with vendors and manage external training programs when required.
  • Promote consistency by harmonizing shipping procedures across operations facilities.
  • Work with IT to enhance electronic data capture for manifests and customer shipments.
  • Perform other duties as assigned.


Education & Certifications

  • Bachelor's degree required, preferably in a technical discipline; equivalent education and experience may be considered.
  • Coursework in instructional analysis, design, development, delivery, testing, and evaluation is preferred if not included in the degree program.
  • Professional instructor certification preferred (e.g., CompTIA CTT, ATD CPTD).
  • Completion of DOT-specific training and ability to obtain site/facility qualifications and security clearances as required.


Experience Requirements

  • Minimum 10 years of relevant training experience.
  • Experience brokering and shipping hazardous materials in compliance with 49 CFR, 10 CFR, and EPA Waste regulations (40 CFR Parts 260-299).
  • Experience developing and delivering training programs in transportation, nuclear, or related technical disciplines.
  • Experience working with SMEs and operational teams to ensure training accuracy and compliance.
  • Nuclear or DOE facility experience per applicable hazard category is desirable.


Skills & Competencies

  • Strong verbal and written communication, presentation, analytical, problem-solving, and organizational skills.
  • Ability to mentor or guide other training staff as needed.
  • Knowledge of DOT, NRC, DOE, EPA, and other regulatory requirements for transportation and nuclear training.
  • Proficiency in the Systematic Approach to Training (SAT) and instructional design principles.
  • Advanced skills in Microsoft Office (Word, PowerPoint, Excel) and familiarity with Learning Management Systems.
  • Ability to manage multiple projects and training initiatives simultaneously.
  • Strong interpersonal skills and ability to collaborate effectively with SMEs, management, and clients.


Work Environment

Frequent travel to Processing and nuclear facilities is required to deliver training and support operational needs. Work includes classroom, on-the-job, and virtual training environments.
