Program Analyst IV

Position Description:

Program Analyst will support NASA JSC Program Office providing Assessment, Cost Estimating, EVM, and Scheduling expertise. This position is located in Houston, TX.

Your future duties and responsibilities:

• Provide Integrated Cost and Schedule Assessment support.
• Provide management with analysis of NASA and Prime contractor's performance, variance analysis, impacts, and corrective actions.
• Perform budget formulation and execution activities. Interpret and apply Planning, Programming, Budgeting, and Execution (PPBE) guidance.
• Provide current/future-year spending plans, readjust spending plans as changes in funding occur. Advise senior management on the status of fiscal resources/future requirements.
• Conduct budget trend analysis on NASA and Prime contractor's cost data for use by decision makers.
• Develop and identify the Program Baseline, Program Baseline Attributes, and reference points.
• Provide analysis of cost and schedule performance of NASA CAM's budget and projects.
• Develop cost and schedule analysis of major projects within the program, including the forecasting and identification of issues and developing recommendations to resolve these issues.

Required qualifications to be successful in this role:

• 10+ years of applicable experience
• NASA Planning, Programming, Budget and Execution (PPBE) experience
• Experience using Microsoft products, Excel, Word, MS Project, PowerPoint, etc.
• Strong Intergration/Analysis skills

Desired qualifications/non-essential skills required:

• Earned Value Management (EVM) experience
• MS/MA
• Familiar with EIA-748 guidelines
