Sr. Grants Compliance Manager

Full-time, Hybrid


Salary Range: $100,588.80 - $121,721.60/yr



Job Summary


Under direction of the Financial Services Director, the Senior Grants Compliance Manager will ensure the proper allocation and tracking of funds by departments within Infor, adherence to cost allowability rules, timely and accurate reporting of the annual Schedule of Expenditures of Federal Awards (SEFA) and compliance with NICRA (Negotiated Indirect Cost Rate Agreement).



Job Responsibilities



  • County Grants Compliance - Manage the Milwaukee County grants compliance. Ensure appropriate use of federal, state, and local grant funding for Milwaukee County.
  • Administer the Schedule of Expenditures of Federal Awards (SEFA) - Responsible for administration, training, development and oversight of single-audit grant awards and schedule submissions from departments to ensure appropriate use of funding and submission of the annual SEFA.
  • Oversee Grants Administration in Infor - Collect, design, train and manage all aspects of the Infor Grants Module to centrally support grant and other related items that pertain to operating and capital funding. Ensure all appropriate county departments provide required information and work with internal and external partners to fix any issues.
  • Manage Milwaukee County's Negotiated Indirect Cost Rate Agreement Compliance - Prepare and submit the annual NICRA proposal to the federal cognizant agency. Ensure compliance with federal cost principles (e.g., 2 CFR Part 200). Analyze and allocate indirect costs across county departments. Coordinate with internal departments to gather supporting data and documentation. Respond to federal inquiries and audit requests related to the NICRA. Monitor and apply approved indirect cost rates in county financial operations. Maintain documentation to support rate development and compliance.
  • Coordinate with Milwaukee County Departments on Grant Items and Issues - Serve as the Comptroller's Office main liaison with other county departments on grant related issues including working with other municipalities if necessary.
  • Ability to lift, carry, push and pull up to 20 lbs.
  • Other duties as assigned.



Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Bachelor's degree or higher in Business Administration, Public Administration, Urban Planning, Finance, Accounting or closely related field required
  • Five (5) years or more of work experience with Public or Private grants required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required



Preferred Education, License/Certification and Experiences



  • Previous work experience in a Supervisory or Management role preferred
  • Master's degree or higher preferred
  • Previous work experience using Enterprise Resource Planning (ERP) software preferred
  • Previous work experience using cost allocation or indirect cost software preferred
  • Previous work experience in Regulatory Compliance preferred
  • Previous work experience in Project Management preferred
