DESCRIPTION OF WORK

In this position, you will be responsible for providing inspection services that ensure adherence to contract specifications, aligning with the Department's objectives of minimizing costs while upholding quality standards. Your duties will include reviewing completed work unit documentation and materials utilized to verify their accuracy and compliance with Department policies. You will also play a key role in directing, coordinating, and managing the District's field construction project records and documentation, while assisting with various systems such as the PennDOT Project Collaboration Center (PPCC), Electronic Construction Management System (ECMS), Labor Compliance, and Equal Employment Opportunity (EEO) initiatives.
Additionally, you will assist in inspecting various phases of highway construction, which involves checking grades, elevations, and the layout of roadways and simple structures. Your responsibilities will extend to ensuring that work zone traffic control signs and devices are properly placed and maintained in accordance with the Work Zone Traffic Control Plan and relevant publications, including the Manual on Uniform Traffic Control Devices (MUTCD). You will perform routine mathematical calculations to assess the consistency of materials, create sketches, document field plan changes, and maintain comprehensive inspection, progress, and quality control reports related to ongoing work. Close observation of construction operations, plant operations, and material testing will be essential, as you will enforce contract requirements throughout the process.
Furthermore, you will be expected to read, comprehend, and research plans, drawings, cross sections, contracts, specifications, manuals, and other relevant publications as necessary. Your role will also involve inspecting all items listed in Publication 408, preparing and maintaining essential documentation such as mobile computing applications, Project Site Activities (PSAs), materials books, concrete and bituminous inspection logs, plant diaries, straight line charts, and as-built drawings. Lastly, you will carry out field office duties for construction projects and provide assistance in material testing and work inspections, interpreting contract and departmental specifications and requirements as needed. Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time on an ad-hoc basis during winter season. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience in highway or bridge surveying, design, construction, or inspection work; or
- One year of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
- An equivalent combination of experience and training.
Other Requirements:
- This particular position also requires possession of a Class C non-commercial driver's license.
