Description

Salary range is $78K to $155K with a midpoint of $108K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

This job contributes to Sound Transit by playing a key role in administering Treasury related duties on a day to day basis, by playing a key role in the Agency's debt and investment management, supporting/lead role in managing and executing cross divisional projects, by developing, analyzing and implementing process improvements, by being a technical and financial resource to help ensure the success of and to provide guidance on new or existing financing options, banking products and services, and by assisting Treasury management on various operating issues in support of Sound Transit's goals. The successful candidate should be comfortable with ambiguity and balancing multiple competing priorities.

Additionally, the candidate will be responsible for managing the monthly, quarterly, and annual financial reporting requirements for the Treasury group, and key contributor to the Asset Liability Management function in the oversight of interest rate risk management, financial analysis and related strategy development. The position will develop relationships with key stakeholders and possess the ability to communicate outputs to internal and external personnel including accounting, finance, internal and external audit, and senior management. Models and acts in accordance with Sound Transit's guiding values and mission.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • Supports the new debt issuance for the Agency; provides analysis for new bonds including estimating bond size and use of cash flow proceeds, capacity for new debt used for bond structure; provides data for rating agency, presentations, and bond disclosure documents including detailed statistics on operating divisions; and capital programs and taxes.
  • Ensures all debt compliance (bonds, TIFIA etc.) are meet and administers the on-going debt management processes for the Agency which includes but not limited to timely and accurate payment of debt services and related fees, recording of debt for accounting and tracking, managing various debt databases preparing and tracking the debt budget, providing long term funding analysis, supporting Accounting with financial closing & audit requests, filing arbitrage reports and material event disclosures.
  • Lead the cash flow and balance sheet forecasting process, as well as interest expense/income for the P&l.
  • Build, maintain and support analytical models to evaluate capital structure decisions including but not limited to financing, return of capital, and contingency planning.
  • Collaborate with other finance functions to provide corporate valuation or long-range projection analysis.
  • Maintains and enhances cash, investment, debt and other Treasury-related analytics & reporting.
  • Supports/leads finance committee(s) meeting preparation and its governance process to prudently manage the investment, debt, interest rate, liquidity, funding, and capital risks of the Company. Comfortable presenting results to senior management and various board committees.
  • Supports/leads departmental projects and resources appropriately to ensure that projects are successfully implemented while working collaboratively across the organization to ensure previously agreed upon project deliverables are met.
  • Acts as an internal consultant for Treasury related matters to analyze and develop sound technical and financial information to assist in the evaluation, including cost-benefit analysis, of projects of processes.
  • Supports Treasury leadership with management of banking, rating agency & any other vendor relationships.
  • As subject matter expert, stays current on Treasury-related topics, communicates significant changes to relevant parties and cross-trains other employees on treasury processes, products and services; maintains awareness of federal, state and local regulations and impact of changes on the Agency.
  • Serves as a key back up to the other Treasury functions including cash management.
  • Develops and maintains policy, procedures, internal controls and best practices to support the business.
  • Appropriately escalates issues to management so issues are resolved in a timely manner.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's Degree in Accounting, Finance, Economics, Business, or other related field. Four years of experience with cash management, treasury, investment and management; Or an equivalent combination of education and experience. Experience with large financial and accounting systems preferred.

Preferred Licenses or Certifications:



  • CTP, CFA or equivalent.


Required Knowledge and Skills:



  • Public finance and experience capital markets, financial asset management and cash management and regulations or ability to come up to spend on complex terms & processes quickly.
  • Knowledge of cash flow forecasting, budget, financial analysis and modeling skills.
  • Accounting (Generally accepted accounting principles) and finance theory, principles, and practices, financial systems and internal control design.
  • Applications of electronic data processing and analysis. Report preparation and presentation, working with report parameters, queries and data extraction.
  • Pertinent state and federal regulations; Agency policies, procedures, rules and regulations.
  • Computer applications such as word processing, spreadsheets, and statistical databases.
  • Modern office procedures, methods, and equipment including computers.
  • Establishing and maintaining effective working relationships with others. Interpreting and administering regulations, accounting and finance principles, policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Drafting, reviewing and negotiating complex agreements and contracts.
  • Researching, analyzing, and evaluating new and complex financing products.
  • Ability to apply advanced project management techniques and principles.
  • Keen attention to detail with advanced analytical and problem solving skills.
  • Ability to work in a self-guided manner, demonstrate good personal judgment.
  • Ability to apply effective interpersonal skills in sensitive and confidential financial transactions requiring demonstrated poise, tact, diplomacy, and the ability to interact with individuals at all levels of the organization.
  • Demonstrated advanced Excel and financial modeling skills.


Physical Demands / Work Environment:



  • Work is performed in a standard hybrid office environment.
  • This role requires daily investment deadlines of approving cash consolidation and cash positioning processes which must occur daily by 9AM PST.
  • Must be able to review and reconcile transactions through various bank portals and secure channels. Will be required to confirm wire instructions via phone to prevent fraudulent transactions.
