Your expertise will directly ensure the performance, reliability, and security of applications critical to the Sponsor's cyber operations mission.

Key Responsibilities

  • Develop architectural guidance for application developers, defining target platforms, interface designs, development patterns/styles, and the languages/tools to be used to implement system design.
  • Analyze, define, and document requirements for data, workflow, logical processes, hardware/OS environments, network connectivity, and other system interfaces.
  • Lead development of system prototypes to demonstrate the application of design principles.
  • Provide complete assessments of technical characteristics of proposals and alternatives in application design and review requests for changes or upgrades.
  • Compliance, Security, and Risk Management:
  • Comply with the Sponsor's Risk Management (i.e., cyber security) Framework to ensure the program addresses and mitigates vulnerabilities throughout the project lifecycle.
  • Ensure all developed applications operate in compliance with Sponsor architectural processes and Authorization and Accreditation (A&A) processes.
  • Fully describe and document any proposed updates to application architectures and interfaces, obtaining approval via Sponsor-approved processes prior to implementation.
  • Provide technical expertise and support to the Sponsor in understanding requirements for auditing, ATO, etc.
  • Cloud, Data, and System Strategy:
  • Design the technical architecture to support the migration of applications to the cloud environment, or the establishment of new cloud-native applications.
  • Provide database architectural and design capabilities, estimating software development costs and schedules.
  • Conduct capacity planning for growth, monitor system costs, and identify solutions to reduce them.
  • Provide technical expertise in systems architecture; assess feasibility of system plans; establish priorities; and develop and implement plans that adhere to established strategic business objectives.
Required Skills & Experience

  • Cloud and Data Leadership: Demonstrated experience designing and developing applications hosted on AWS and leveraging a diverse set of AWS services.
  • System Design: Demonstrated experience, within the Agency's cyber operations organizations, performing systems design, development, and interconnectivity.
  • Requirements to Design: Demonstrated experience translating user requirements into end-to-end design for applications/databases that may involve multiple interfaces to other systems.
  • Forward Planning: Demonstrated experience in developing and implementing a system data model, predicting future needs of the system, and creating a plan to adjust to changes in networks, cloud services, and security requirements.
  • Impact Analysis: Demonstrated experience evaluating the impact and level-of-effort of requirements on the current and future system.
  • Team Collaboration: Demonstrated experience working on multi-disciplinary application development teams.
  • Agile Tooling: Demonstrated experience using JIRA.
Desired Experience
