DESCRIPTION

The SOM Dean's Office Business Affairs office is responsible for the business and financial operations for the School of Medicine Dean's Office. This includes School of Medicine initiatives, funds flow planning, standards development and overall financial operations in close partnership with the School of Medicine Departments and UC San Diego Health.

Incumbent serves as the Business & Project Analyst within the Dean's Office- School of Medicine (SOM) Business Initiatives/Project Management Unit. This position provides business and resource support to various initiatives that are linked to our missions of education, research, and clinical care. These can span any of the mission areas of the SOM from administrative and finance processes, to teaching and education. The Business & Project Analyst receives general direction from the Business Initiatives Lead position and is responsible for identifying and evaluating business process and system opportunities, planning and implementing solutions, change management, tracking and measuring success for short- and long-term organizational and/or business initiatives. In addition, the incumbent will serve as business analyst with responsibility and coordination of the Faculty Recruitment Planning portfolio which includes responsibility for the Expenditure Commitments Committee (ECC), a high-profile weekly Faculty and Advanced Practice Provider recruitment oversight committee comprised of senior leaders from offices of VCHS, SOM Dean, and Health System.

The position will serve as a resource to departments in implementation of various processes, systems, and initiatives, partnering with senior leaders to design process, projects, and changes that meet the needs of the unit to deliver value. Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where an analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department. Is proficient in identification and resolution of moderate to complex organizational issues. Works on strategic organizational consulting issues that are diverse in scope, where analysis of situations requires evaluation of various factors. Normally receives little instruction on planning, researching, and resolving organizational effectiveness issues, with general instructions and guidance provided on new assignments and / or more unique situations including strategic planning. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

MINIMUM QUALIFICATIONS
  • Seven years (7) of related experience, education/training, OR a Bachelor's degree in business administration, finance, economics, statistics, educational administration or related area plus three (3) years of related experience/training.

  • Has thorough knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized organizational interventions.

  • Advanced systems skills. Ability to apply knowledge of systems to resolve problems, recommend improvements and develop new systems and processes. Competence in the use of database and spreadsheet functionality to analyze data and create end user applications. Ability to work with a variety of data sources.

  • Project management experience, including managing resources, scope, schedule and budget to ensure technical components of projects are delivered on time, to specification and of high quality.

  • Thorough knowledge of finance policies, practices, and systems. Experience with financial analysis and management and analysis of operational drivers. Ability to independently gather required information to organize and perform financial analysis assignments.

  • Demonstrates analytical, problem-solving, project planning and implementation skills. Ability to think independently to design and develop solutions and procedures.

  • Ability to focus on priorities, strategies, and vision. Ability to assess organizational need, refocus quickly from one activity or role to another, manage multiple projects and change priorities quickly as circumstances dictate.

  • Possesses effective verbal and written communication skills. Demonstrated ability to deliver presentations which are well organized, clear and understandable, informative and persuasive. Ability to communicate ideas, thoughts, and meaning to articulate one's position clearly.

  • Demonstrates ability to learn quickly, reason, synthesize and generalize based on information obtained. Strong analytical and research skills with attention to detail and the ability to summarize research and analysis into concise and relevant documents and presentations.

  • Experience with process optimization and Lean Six Sigma with demonstrated ability to apply business requirement concepts into the development of tools and applications.

  • Ability to coach, facilitate, and influence people. Ability to work collaboratively with a range of professional associates across multiple departments, including cross-functional teams with members from both business and technical units. Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills;and attention to detail.

  • Skilled in facilitation, consulting and relationship building.

  • Direct experience in department operations including financial management, budgeting, academic administration, HR, contracts & grants administration.

  • Experience developing training programs including program administration, training delivery and related documentation.

  • Ability to work effectively with diverse constituents and management on operational and performance issues. Ability to build strong cross functional relationships. Proven experience in working within a complex environment and collaborating with individuals at all levels. Demonstrated skill at problem identification and problem solving.

PREFERRED QUALIFICATIONS
  • Four years hands-on experience as a Business Analyst.

  • Lean Six Sigma, Change Management, and/or Project Management Certifications.

  • Experience with project management tools and/or collaboration platforms and applications.

  • Knowledge of School of Medicine business, functions and missions.

Pay Transparency Act

Annual Full Pay Range: $88,000 - $161,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $42.15 - $77.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
