Buckeye Partners is currently seeking a Senior Maintenance Program Manager with experience in field operations and engineering in the Oil & Gas Industry to join our growing team in either of our corporate headquarters.

Role Summary:

The Program Manager is responsible for the planning, budgeting, and oversight of the enterprise MCAP (Maintenance Capital) and MEXP (Maintenance Expense) portfolio program, ensuring that the overall objectives of the company plan are being met. There are dozens of individual program managers, multiple program owners, and project managers who execute the various MCAP and MEXP projects along with support from Reginal Leadership, PMO (Project Management Office), and Accounting who require a leader to direct the overall program to success.

Essential Duties & Responsibilities include:

Portfolio Management



  • Leadership role in the preparation of the annual MCAP and MEXP budgets.
  • Plan, budget, monitor, and control maintenance costs.
  • Coordinate program level updates with PMO, Program Owners, Program Managers, Reginal Leadership, Project Managers, Directors of Project Execution and SMEs in OPPM (Oracle Primavera Portfolio Management).
  • Assess monthly progress (spend vs forecast, units of work complete) against maintenance plan.
  • Report progress to Vice President of Engineering & Director of PMO.
  • Liaising with Operations, Integrity, ARES, and Capital Projects construction colleagues.
  • Drive portfolio planning and ensure execution of programs and projects are aligned with portfolio goals.



Strategic Development



  • Assist in long term MCAP and MEXP cost evaluation of proposed acquisitions.

    • Also known as TCAP (Transition Capital)


  • Participate in the identification and execution of continuing improvements of pipelines and facilities, reducing the incidence of costly breakdowns.
  • Support ARES to develop strategies to improve overall reliability and safety of maintenance processes, ultimately driving MCAP and MEXP efficiency.
  • Function as a catalyst for innovation by evaluating current practices and identifying opportunities for improvement in efficiency and effectiveness.
  • Drive innovation adoption of new technologies and ways of working.
  • Analyzes maintenance performance indicators and develop strategies and tactics for improving performance

    • KPIs


  • Work with Director of Optimization to identify cost-reduction opportunities from maintenance project portfolio. Assist in estimating and justifying these projects as return capital.

Risk Management



  • Ownership and continuous improvement of risk-based maintenance prioritization process used within the AMP (Asset Maintenance Policy)
  • Understand risk across disciplines and maintain an objective, unbiased perspective on all project requests, validating most efficient reduction in risk for available budget



General



  • Drive continuous improvement through process standardization, training, and cross-functional collaboration.
  • Benchmark best practices across facilities and integrate learnings from experience to elevate internal standards.
  • Ensure the standardization of practices and processes are utilized across assets in area of responsibility.
  • Be a technical contributor within the overall Engineering and Construction Team
  • Other duties as assigned.



Position Requirements:



  • Bachelor's degree in engineering (or of similar equivalence).
  • Master's degree in business administration is beneficial.
  • 10+ years in Pipeline, Terminal, Midstream and/or Refining Industries.
  • Proven experience managing significant data.
  • Demonstrated ability to conduct various business groups into playing the same tune.



Certificates & Licenses:



  • Professional Engineering License is beneficial.
  • Applicable industry certifications are beneficial. (API, AMPP, NEC, PMP)

  • Strong analytical and problem-solving skills.
  • Excellent communication and stakeholder management.
  • Experience in portfolio or program management roles.
  • Ability to work independently in high-demand environments.
