   Position Description
  
 
   This position is responsible for utilizing all funds received by the department to carry out services to the community and developing and maintaining successful relationships with all internal and external partners by ensuring that all funds received by the department are appropriately accepted, allocated and tracked; maintaining compliance with city, state and federal procurement standards, providing training and support to all department contract/program management staff; developing and maintaining the necessary tools and resources to complete this work.
 Work Location -
 This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

   Job Duties and Responsibilities
  
 
   
   
    Coordinate the development of contracts for service with community partners Manage RFP development, approval and release process Develop SharePoint environment for training, resources and staff self-service Manage receipt of grant funds from federal, state and local funders Develop POs for payment of invoices Liaise with City procurement staff to ensure all goals and processes are on target Assist community partners with navigation of city systems Assure vendor compliance with City procurement standards Maintain an understanding of federal, state and local grant compliance/procurement standards Assist contract management staff with the development of scopes of work, budgets, etc. Oversee invoice distribution and approval among programmatic staff Review, edit and approve contract documents prior to release Maintain relationships with community partners, federal, state and local grant managers, City attorney staff, procurement staff, program and contract managers 
 
   Required Qualifications
  
 
   Minimum EducationBachelor's Degree in Public Health, Public Administration, Business Administration, Project Management, related field or equivalent combination of education and experience.
 
 Minimum Experience
 Two years of related experience in contracting and procurement, management of grant funds, vendor relationship management, experience in training and resource development, knowledge of the functions of Public Health, community engagement.
 
 Equivalency
 An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
 
 Desirable Qualifications -- Language
 Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.
 
 Desirable Qualifications -- Cultural competency
 Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.
 
 Selection Process
 The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

 Eligible List Statement
 The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established.
 
 Interview Selection
