Job Title: Geospatial Functional Lead
Location: 1215 S. Clark Street Arlington, Virginia 22202

SUMMARY
This position is in support of a federal law enforcement customer, modernizing their primary mission system. Agile Defense focuses primarily on the functional analysis for the mission system. This includes Project Planning and Scope Management . Assisting a User Experience Team with System Design. Requirements Analysis, Gathering, and Documentation in Jira. Monitoring Development Progress. Performing Quality Assurance and Regression Testing. Organizing and Leading User Acceptance Test Efforts. Pre-Release Planning. Post-Release User Support.
Seeking experienced Functional Lead to oversee on-premises ESRI ArcGIS Team. This role is responsible for leading the strategy, managing the integration with key enterprise applications like Pega, and directing the work of external technical teams and vendor resources to ensure project success. The ideal candidate is a hands-on functional expert with proven project and vendor management skills and technical aptitude.
JOB DUTIES AND RESPONSIBILITIES
* Platform Ownership & Leadership: Serve as functional authority for all geospatial data, services, and architecture. Oversee the administration, performance, and security of the on-premises ArcGIS Enterprise environment.
* Project & Vendor Management: Lead the planning and execution of all geospatial projects, managing timelines and stakeholder communications. Act as the primary point of contact for managing third-party technical vendors, defining statements of work, and ensuring delivery.
* Application Integration & Solution Design: Translate stakeholder requests into business requirements for effective, scalable geospatial solutions and seamless integration with the Pega platform and other business systems.
Education, Background, and Years of Experience
* Five years minimum experience as a functional analyst.
* Agile or Business Analysis related certification.

* Proven track record of leading complex projects and managing vendor relationships
* Experience gathering/documenting requirements at the feature/Epic level
* Experience leading and driving design discussions with client stakeholders
* Strong verbal and written communication skills across all levels (users, stakeholders, leadership, and IT)
* Comfort engaging senior-level client stakeholders
* Ability to manage both technical resources and business stakeholders
* Superior time management, organization and prioritization skills
* Able to manage project timelines and deliver milestones on schedule
* Ability to meet with and deal effectively with people
* Relationship builder with the flexibility and finesse to "manage by influence."
* High energy, maturity, and leadership with the ability to serve as a thought leader for program discussions at the strategic and tactical levels.
* High attention to detail
* Ability to quickly and effectively adapt to change
* Microsoft Office proficiency, including Word, Outlook, Excel and PowerPoint
Preferred Skills
* Experience with ArcGIS, ESRI, or other geospatial services
* Certified Scrum Master (CSM) and/or Certified Scrum Product Owner (CSPO) certification
* Prior experience in Agile system development.
* Prior knowledge or experience working within a Federal law enforcement environment.
* Experience with Atlassian JIRA product software.
* Understanding of inventory of OOTB Pega workflows
* Understanding of Pega framework
WORKING CONDITIONS
Environmental Conditions
* Telework allowed the majority of the time, with the exception of one day a month. Employees may also be required to come to the office additional days during the month depending on the needs of the customer.
* In some instances, travel may be requested - 0-10%.
* Core hours for the contract are 9:00am - 4:00pm Monday through Friday.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
