Salary: Classified Salary Schedule, Range E
$21.82 - $26.07 per hour: DOE
Bargaining Unit: OSEA
FTE: 0.625 - 250 days per year - 5 hors per day

General Description:

The primary purpose of this position is to collect and synthesize developmental and health
history collected from parents and other educational and/or medical providers to determine
appropriate actions in the special education referral process for children birth through five years
of age. The position serves as the primary contact with the child's family during the referral and
evaluation process and is responsible for offering families initial emotional, resource, and
informational support. This position also provides a variety of clerical and secretarial support to
the EI/ECSE Evaluation Team involving word processing, data entry and retrieval, filing, and
recordkeeping. Considerable public contact is involved; employees in this position are expected
to employ skill and judgment in the conduct of these contacts within established policies and
procedures.
This assignment requires the use of one or more software solutions at an advanced level of
competency and accuracy, including extensive knowledge of the available features of the
software. This position requires detailed knowledge of departmental and NWRESD functions,
policies, and procedures. This includes the exercise of considerable independent judgment,
problem-solving, and decision-making in receiving, processing, recording and distribution of
information for state and federal compliance related to EI/ECSE evaluations and eligibility.

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. 1. Minimum requirement of a high school diploma or equivalent
2. Minimum of two years' experience working with children aged birth to five years (preferred)
3. Background and Criminal History Verification clearance
4. Knowledge of Early Childhood Development. Knowledge of EI/ECSE services, Special
Education rules and regulations, and community resources, preferred
5. Bilingual (Spanish) preferred
6. Valid driver's license

Knowledge, Skills & Abilities Required

1. Ability to work independently on complex tasks, using initiative and judgment in
accomplishing tasks with general instruction and guidance
2. Ability to operate a variety of office equipment including computer, copier, FAX, and
other related equipment or machines
3. Possess organizational skills for effectively prioritizing and managing multiple tasks, demonstrating initiative and problem-solving skills
5. Experience with Microsoft Office Suite - including Word, Excel, and Outlook, and Google Suite
6. Experience with variable data entry
7. Strong working knowledge of spelling, punctuation, capitalization, word usage and sentence structure of the English language
8. Ability to work under pressure and tight timelines
9. Ability to maintain the integrity of confidential information and able to respond
sensitively to questions about student, family and staff matters

Essential Functions: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.
A. Greet and assist children, families, and other partners in person and by phone - this
includes routing calls, relaying messages, receiving and directing visitors promptly and
courteously
B. Provide a variety of clerical tasks and secretarial duties for the assigned
Administrator/program to include: maintaining calendar, scheduling meetings, assisting
with documentation, correspondence, phone calls, paper and electronic filing, collection
of data
C. Screen inquiries for the purpose of taking appropriate action and/or directing to
appropriate personnel for resolution
D. Compose, review, edit, and proofread documents and reports using outstanding
knowledge of business English, including composition, spelling, grammar, and
punctuation
E. Data entry:

  • Accurately enter EI/ECSE referral information received via phone, FAX ,or email
    from parents, medical providers, and early care and education providers
  • Accurately code all events or decisions made and update information as
    needed
  • Track and complete all individualized follow-up activities needed over an
    extended period of time, meeting program timelines
  • Relay intake information in writing clearly and accurately and enter in database
F. Records management to include:
  • Develop initial Special Education record, organizing materials for review by the
    evaluation team
  • Independently prepare, maintain, and disseminate records/files;
  • Update manual and computerized recordkeeping systems
  • Retain and retrieve files, data, and related information
  • Identify need for and obtain additional records from educational and medical providers
  • Prepare all necessary special education forms and documents related to a screening or
    evaluation and send to family
G. Review and synthesize intake information to determine need for in-person screening or
the type of evaluation needed
H. Schedule in-person screenings, evaluations or other meetings as needed based on intake
information and considering program timelines
I. Contact family to complete intake interview to collect required demographic information,
referral concerns, and initial developmental and health histories
J. Score and interpret developmental screening information
K. Communicate with families and other community providers in friendly, professional
manner to establish collaborative relationships
L. Summarize all collected material/information clearly and concisely both verbally and in
writing as needed
M. Collaborate with teammates to ensure best practices
N. Assists with tasks such as distribution, making reminder calls, straightening evaluation
rooms, inventory, and other similar management tasks
O. Update or develop forms for use in the delivery of assigned tasks
P. Process requisition, reimbursements, purchase orders, invoices, and reports including
appropriate documentation and assuring appropriate approval and account coding using
the fiscal software system and intermediate to advanced functions in Excel
Q. Update team webpage as assigned
R. Maintain a calm professional environment during times when interruptions, disruptions,
and a stressful environment interfere with the flow of work
S. Perform other reasonable duties assigned by supervisor
