POSITION SPECIFICS

The Office of Research Protections (ORP) at Penn State seeks a qualified candidate with a demonstrated commitment to leadership, strategic thinking, and collaboration to serve as Conflict of Interest (COI) Analyst. As a member of the Office for Research Protections, you will be joining a team of individuals who have the ambition to help Penn State succeed.

Penn State's annual research expenditures for fiscal year 2024-25 reached a record $1.44 billion, marking an 8% increase from the previous year, while its academic health center and system - Penn State Health - serves over 2.8 million residents.

The Conflict of Interest (COI) Analyst is responsible for managing institutional COI processes (Penn State Policy AD83) and individual, research-related COI processes (Penn State Policy RP06). This role is housed within the Office for Research Protections (ORP) at Penn State and reports to the COI Program Assistant Director. The Analyst collaborates with fellow COI Analysts, the COI Coordinator, ORP staff, and other university offices involved in research compliance. Regular interaction with the COI Director ensures policy alignment, updates on complex or high-risk cases, and support for strategic COI initiatives.

While responsibilities may shift with evolving needs, this position is expected to support both Institutional COI and Individual Research COI processes.

Key Responsibilities:

  • Analyze institutional and individual COI disclosures and respond to related inquiries.
  • Collaborate with the COI/OA team and other Penn State offices (e.g., Office of Sponsored Programs, Technology Transfer, Colleges) to address COI concerns across campuses.
  • Oversee compliance with policies AD83, RP06, and AC80, including managing disclosures in the University's electronic system.
  • Maintain accurate records and ensure compliance with applicable regulations.
  • Interpret regulations and draft or update COI/OA policies and procedures.
  • Develop educational materials and prepare reports for committees, the University President, and federal agencies.

Responsibilities related to COI Disclosure and Management:

  • Review disclosures from University Officials and investigators using the COINS system (Penn State's online disclosure system), ensuring completeness and accuracy.
  • Evaluate referrals from other offices regarding institutional financial interests.
  • Conduct administrative reviews and manage disclosures under COI Committee authority.
  • Prepare and present cases to institutional and individual COI committees.
  • Communicate committee decisions and management plans via COINS or email; maintain program documentation.
  • Report conflicts and management plans to sponsors and internal units as required.
  • Monitor compliance with COI management plans on behalf of the University.

Skills and Abilities:

  • Strong written and verbal communication skills.
  • Excellent organizational skills and keen attention to detail.
  • Ability to manage multiple tasks, analyze complex issues, and develop practical solutions.
  • Discretion in handling sensitive information and maintaining confidentiality.
  • Effective collaboration with researchers and adaptability in a fast-paced environment.
  • Sound judgment and decision-making capabilities.
  • Proven ability to work independently and take initiative.
  • Collaborative and approachable demeanor suited to a fully remote, virtual team.
  • Proficiency in Microsoft Office; experience with electronic data management systems is highly preferred.
  • Comfortable using remote meeting platforms such as Zoom.

Preferred Qualifications:

  • Master's degree or higher (e.g., J.D.), with experience in research administration or law.
  • Background in university administration, grants management and negotiation, or regulatory compliance.
  • Familiarity with higher education environments, including committee participation and cross-institutional collaboration.
  • Experience engaging with faculty compliance committees, including public speaking, is a plus.

Work Arrangement: The location of this position is flexible and can operate fully remotely within the United States. Standard working hours are in the eastern time zone.

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Bachelor's Degree 3+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $61,800.00 - $89,600.00.
