Workforce Management Specialist
Remote Position Overview: The Workforce Management Specialist supports enterprise-wide scheduling, timekeeping, and personnel coordination across Applied Training Solutions, LLC (ATS) programs. This role is responsible for developing, managing, and optimizing workforce scheduling structures used to support large-scale training and exercise operations, including role player coordination and distributed team management. The specialist ensures that labor tracking, attendance procedures, and scheduling workflows comply with organizational standards, contractual requirements, and audit frameworks such as DCAA timekeeping and ISO 9001:2015/CMMI-aligned quality processes. This position is contingent upon contract award and is fully remote, supporting multiple project teams and training sites nationwide. Key Responsibilities:
- Develop, maintain, and oversee complex personnel schedules, including shift assignments, recurring rotations, and rapid adjustments to support training and exercise operations.
- Manage digital timekeeping workflows, labor charging structures, and attendance verification processes to ensure accuracy, accountability, and audit readiness.
- Coordinate with project managers, PMO staff, and site leads to ensure schedules, staffing levels, and assignments are aligned with operational requirements.
- Generate workforce readiness reports, staffing utilization metrics, and labor data to support invoicing, planning, and after-action documentation.
- Develop and maintain SOPs, onboarding material, dashboards, and user guides for workforce scheduling and timekeeping processes.
- Provide remote training, user support, and troubleshooting assistance to supervisors and field personnel.
- Collaborate with HR, Finance, and IT departments to ensure alignment between workforce scheduling/timekeeping and onboarding, payroll, and compliance workflows.
- Continuously assess system usage, workforce processes, and staffing patterns to recommend improvements for efficiency and accuracy.
Qualifications:
- Bachelor's degree in Business, Management, Information Systems, Operations, or related field (or equivalent experience).
- 3-5 years of experience in workforce scheduling, personnel coordination, operations support, or timekeeping system administration.
- Experience supporting scheduling and labor coordination in government contracting, training operations, or large-scale exercise environments.
- Familiarity with DCAA-compliant timekeeping and labor charging processes.
- Strong analytical and reporting skills; proficiency in Excel or BI/dashboard tools.
- Excellent communication skills; able to train and support remote user groups.
- Preferred: Experience with workforce management platforms such as Connecteam, Deputy, WhenIWork, ADP Workforce Now, UKG/Kronos, or similar systems.
- Preferred: Knowledge of ISO 9001:2015 or CMMI-aligned processes.
