Overview

Nakupuna Solutions seeks a Financial Analyst to join a team working under The Bureau for Global Health Security and Diplomacy (GHSD). GHSD is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), a government initiative launched in 2003 that aims to save and improve the lives of those suffering from AIDS around the world. The purpose of this role is to provide financial and administrative support to GHSD Contracting Officer's Representative's (CORs) and Grants Officer's Representative (GORs), comprehensive and efficient management of the award and related documentation, including knowledge management, ensuring accurate budget preparation, compliance with financial management policies, and efficient processing of award-related transactions.



Responsibilities

    Support to Award Management
    • Ensure proper tracking and documentation of scopes of work, workplans, approvals, and reports in compliance with USAID standards and guidelines.
    • Maintain accurate and organized filing of all award-related documents in ASIST or other designated systems.
    • Coordination with GOR/COR to ensure regular, timely, accurate, and useful communication with Activity Managers at Post as well as with the implementing mechanism HQ team.
  • Budget Preparation and Analysis
    • Assist CORs and GORs in developing and maintaining program award-level budgets.
    • Ensure budgets align with GHSD financial management policies and program objectives.
    • Provide analysis and recommendations to optimize budget allocations and expenditures.
  • Transaction Records and Accounting
    • Maintain accurate and up-to-date records of award transactions, including obligations, expenditures, and modifications.
    • Track and reconcile financial data to ensure consistency with Department of State accounting systems.
    • Prepare periodic financial reports for CORs, GORs, and GHSD leadership.
  • Invoice Review and Processing
    • Log and review project invoices to ensure compliance with award terms and financial management policies.
    • Coordinate with CORs, GORs, and awardees to resolve discrepancies or incomplete submissions.
    • Facilitate timely processing of invoices to avoid delays in implementation of the program.
  • Awards-Related Financial Duties
    • Support CORs and GORs in monitoring award performance and financial compliance.
    • Assist in responding to audits, financial reviews, and other oversight activities.
    • Perform other financial and administrative duties as required to support GHSD awards management.
  • Briefing Material on Financial Performance
    • Draft and edit analyses and reports related to GHSD program budgets and specific awards
    • Provide financial and technical input related to awards for GHSD staff to use in public messaging and communications with Congress and other USG agencies


Qualifications

Skills/Qualifications: The candidate must be self-motivated, have strong attention to detail, and good oral and written communication skills. Additionally, must be proficient in knowledge management systems and tools, including tracking and maintaining scopes of work, workplans, approvals, and reports; experience with ASIST and/or similar document management systems for proper filing and record-keeping is highly desirable. Experience with Financial Analysis and Reporting, Advanced Excel and Spreadsheet Proficiency, Budget Forecasting and Projections, Cost-Benefit Analysis, Accounting Principles and Practices, Quantitative Data Analysis, Fiscal Policy Interpretation, Financial Modeling and Valuation, and Enterprise Resource Planning (ERP) Systems. Strong analytical skills with the ability to interpret complex financial and programmatic data and inform decision-making. Proficient in Microsoft Office suite and other relevant software applications. A combined background of health science and business experience, with a broad understanding of measuring and managing the financial drivers of global health is desired.

Education and Experience: The following are desirable levels of experience:

  • Education: BS/BA in in Accounting, Economics, Finance, Business, or related fields appropriate to the work of the position.
  • Experience: 6-9 years relevant work experience.

Clearance Requirements: Must be a U.S. Citizen. Secret clearance required.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
