Overview

The Operating Supervisor Gas Service is responsible for the direct supervision of front-line union employees to ensure safe, efficient, and compliant execution of gas service operations. This includes managing daily field activities, responding to natural gas emergencies and Natural Gas Detector (NGD) alarms. . The role demands safety leadership, resource management, and adherence to regulatory standards while maintaining operational excellence and customer satisfaction. The supervisor will oversee workforce performance, conduct daily shift briefings, manage administrative tasks, and ensure timely completion of compliance work. Strong decision-making, communication, and organizational skills are essential to succeed in this fast-paced, safety-critical environment.This role establishes and enforces expectations that align with our corporate strategy and support our corporate values of Service, Honesty, Concern, Courtesy, Excellence and Teamwork. The ideal candidate will possess working knowledge and experience within the gas distribution system and will be highly self-motivated and possess a strong work ethic. Responsibilities

Core Responsibilities
  • Provide daily direct supervision of front-line union employees to ensure adherence to safety standards, gas operations procedures, and regulatory compliance. Provide daily, direct, active, and visible supervision of front-line employees with regard to safety practices and standards; gas operations work methods and procedures; and regulatory and compliance requirements and programs.
  • Promote a zero-harm culture by actively demonstrating safety leadership and driving safety initiatives. Cultivate a culture of zero-harm by consistently and proactively demonstrating safety leadership and by promoting and leading safety initiatives.
  • Ensure compliance with all safety, corporate, and gas operation policies, procedures, and requirements. Ensures compliance with all safety; gas system; and business process work methods, procedures, policies, and requirements.
  • Lead and oversee safe, efficient execution of daily fieldwork and timely completion of regulated/compliance activities. Lead and oversee the safe and efficient execution daily fieldwork activities and ensure timely and accurate completion of all regulated/compliance work activities.
  • Manage daily operational workload, ensuring resource allocation, utilization, and fulfillment of customer appointments.   • Conduct effective shift briefings and reinforce housekeeping standards for vehicles, equipment, and work areas. Conduct effective daily shift briefings and reinforce good housekeeping practices for vehicles, equipment, and work areas.
  • Communicate timely and accurate information during routine operations and emergency response situations. Communicating timely and accurate information effectively both during general work activities and during emergency response.
  • Make sound decisions and solve problems related to safety and compliance, including during emergencies. Perform sound decision making and problem solving with regard to safety and compliance, often times during emergency situations.
  • Respond promptly and safely to odor, leak, and emergency notifications; manage incidents as Incident Commander when required.   • Drive to job sites and customer premises to supervise work and review job requirements. Drive to various job site locations and customer premises to supervise work, and review or discuss job requirements.
  • Perform accurate and timely administrative tasks, including timesheet approvals, fieldwork documentation, and compliance paperwork. Perform timely, accurate, and organized management of various and important administrative activities (e.g., time sheet review and approval, time-off approvals, fieldwork paperwork review, leak sheet/template reviews, work dispatch).
  • Maintain thorough knowledge of safety and gas standards, work procedures, HR policies, and the Collective Bargaining Agreement; manage employee relations and workforce performance through coaching, counseling, and issue resolution to ensure safety, productivity, and quality. Supervise workforce through coaching, counseling, and team building to ensure high quality work performance and productivity.

Qualifications

Required Education/Experience
  • Bachelor's Degree Business Management/Administration, Engineering, or related discipline and 2+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
  • Associate's Degree Business Management/Administration, Engineering, or related discipline and 4+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
  • High School Diploma/GED and 5+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience.
Relevant Work Experience
  • In-depth knowledge of gas distribution systems, operations, maintenance, construction methods, and regulatory codes, required.
  • Strong understanding of company safety standards, emergency response principles, and Incident Command System (ICS), required.
  • Proven ability to lead and supervise front-line union employees, including during emergency fieldwork and off-hour on-call situations, required.
  • Skilled in managing multiple priorities in fast-paced environments while achieving business objectives and performance goals, required.
  • Familiarity with HR policies, Collective Bargaining Agreement, and experience in performance management and conflict resolution. Working knowledge of the Collective Bargaining Agreement and relevant Human Resources Policies, required.
  • Excellent organizational, time management, and decision-making skills with a strategic, big-picture perspective, required.
  • Strong interpersonal, written, and verbal communication skills, including public speaking and cross-functional collaboration, required.
  • Ability to think critically, apply analytical skills, and adapt to changing conditions with flexibility and teamwork, required.
  • Technical proficiency in Microsoft Office Suite and working knowledge of Gas Mobile Dispatch systems or equivalent, preferred.
  • Experience with operating budgets, forecasting, and implementing company programs and initiatives, preferred.
  • Working Knowledge of the Natural Gas Detector program. Working knowledge of the Gas Mobile Dispatch system, or equivalent, preferred.
  • Resides within the O&R gas service territory (Rockland or Orange County), preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • 5 days a week in-person for office and field work.
  • Must fulfill the requirements of the Operator Qualification for the assigned area of supervision within one (1) year of accepting the position.
  • Work requires off-hour on-call responsibility (Duty Supervisor) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations.
  • Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting the position.
  • Work is conducted outside, in varied conditions and terrain including adverse weather conditions, climbing and working in areas of limited space, and in a shared office environment.
  • At times, requires working long hours in response to outage situations and shift coverage requirements.
  • Work requires sitting, walking, standing, stair climbing, completion of paperwork, using a telephone and computer and attending meetings.
  • At times, work with computers for long periods of time during the day.
  • Travel to other company divisions may be required.
  • Travel to other company locations to attend training may also be required.
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • This position is subject to drug and alcohol testing as required by the Department of Transportation.
