What You'll Do

IronArch Technology is seeking a Principal-level Program Manager (Key Personnel) to lead delivery for a large, mission-critical federal program. This role is accountable for end-to-end program execution, government engagement, and delivery excellence across complex, multi-team efforts supporting military-connected communities.

As Key Personnel, you will serve as the Government's primary delivery counterpart, ensuring scope, schedule, cost, quality, and risk are actively managed while enabling teams to deliver user-centered digital solutions at scale. This role requires strong executive presence, delivery discipline, and the ability to operate effectively within scaled Agile environments.

This position does not include direct people management at the outset but carries significant leadership responsibility across integrated delivery teams, subcontractors, and partners.

Key Responsibilities

  • Serve as Key Personnel Program Manager
  • Own and lead end-to-end program delivery, including scope, schedule, budget, staffing, and performance outcomes.
  • Act as the primary interface with Government leadership, CORs, and senior stakeholders.
  • Establish and maintain program governance, delivery cadence, and reporting (status, risks, issues, dependencies).
  • Lead delivery across multiple Agile teams operating within a SAFe or SAFe-aligned delivery model, coordinating planning, execution, and dependency management.
  • Support and guide PI Planning, program increment execution, and cross-team coordination to ensure alignment with program objectives.
  • Proactively identify, communicate, and mitigate program risks and delivery constraints at both team and program levels.
  • Ensure compliance with contract requirements, security policies, and federal acquisition standards.
  • Guide teams in applying Agile, SAFe, and user-centered delivery practices to complex digital solutions.
  • Drive continuous improvement in delivery processes, tooling, and performance metrics.
  • Partner with internal leadership, contracts, and finance teams to ensure overall program health and sustainability.
  • Support proposal activities and Government engagements as required, including preparation for and participation in oral presentations.
Requirements
  • PMI PMP or PgMP certification (required).
  • Favorably adjudicated Tier 3 (T3) investigation.
  • Demonstrated experience managing large, complex federal programs.
  • Experience leading delivery in scaled Agile environments, such as SAFe or equivalent frameworks.
  • Proven ability to lead delivery across multiple teams and organizations without direct authority.
  • Strong written and verbal communication skills with executive-level Government stakeholders.

Clearance Requirement

Applicants must include the following Tier 3 investigation details as part of their application:

  • Date of most recent Tier 3 adjudication
  • Investigating agency
  • Type of investigation (e.g., Tier 3 / NACLC equivalent)

Preferred Experience

  • Bachelor's degree in business, management, or a related field.
  • 7+ years managing programs supporting military or military-connected communities.
  • 5+ years leading large teams delivering user-centered digital solutions.
  • Experience leading large-scale contracts with hybrid contract structures and multiple subcontracting partners
  • Familiarity with SAFe roles, ceremonies, and artifacts (e.g., PI Planning, ART coordination, dependency management).
  • Experience supporting federal IT modernization, digital services, or service transformation initiatives.

Phase 2 Engagement & Employment Structure (Important)

To support Phase 2 activities, selected candidates must be available to perform limited work on a 1099 basis, including but not limited to:

  • Proposal support
  • Government engagement
  • In-person oral presentations/orals challenge

Upon contract award, the selected individual will be immediately converted to a full-time (W-2) employee in the Program Manager (Principal, Key Personnel) role, with compensation aligned to the salary range listed above.
