Mission:
Quantum is seeking an International Export Analyst in support of Portfolio Acquisition Executive International Cooperative Office - Fires (PAE ICO-Fires). This Analyst position will support the mission of the International Cooperative Office (ICO) which coordinates international activities for and on behalf of the PAE-Fires, issues guidance and assistance to PAE-Fires and Program Management Offices (PMOs) relative to Foreign Military Sales (FMS), case development, and management.
Responsibilities:
The FMS Processing Team serves as the interface with the Security Assistance Management community for all requirements related to the PAE-Fires. This includes requests for information, case development activities and other related actions. By establishing this formal process of receiving and tasking the PMOs, ICO gains better visibility and metrics into the workload and accurate times needed for PMOs to receive data/information from their SAMD counterparts. This position answers to a Government Lead to learn and execute the following:
- Process Security Assistance Management Directorate's (SAMD) Staff Action Control Officer (SACO) tasking management along with tasking and coordination between PAE Fires PMOs and AMCOM SAMD Teams & employees.
- Compile monthly metrics with status updates on all SAMD SACO taskers received, current status, as well as those overdue.
- Brief monthly metrics during the Measures and Metrics meeting with the International Cooperation Office (ICO) and staff.
- Compile weekly SAMD SACO tasker reports broken out by PMO and distribute them to each International Director and SAMD Leadership for tracking and awareness.
- Compile weekly Congressional Notification (CN) reports and separate out by PMO for distribution and tracking purposes.
- Utilize the Defense Security Assistance Management System (DSAMS) to track/approve users and use to management/build and update user profiles/applications for system access or revision through DASA DE&C.
- Missile Technology Control Regime (MTCR) FMS case reviews.
- Track MTCR Training by name across PAE Fires International.
- Track the User management/access/permission changes (Case Development Pricing Tool, MTDS Tool, International Dashboard, etc.).
- Research and track Case Development Pricing Tool system, changes, default updates, and implementation across PAE Fires.
- Will participate in monitoring and tracking the FMS Case Quality Review Board (QRB).
- List is not all inclusive. Current reorganization of Army Security Assistance Enterprise and Portfolio Acquisition Executive for Fires is currently reorganizing.
- Perform other duties as assigned as they relate to this effort and contract.
Required Skills and Qualifications:
- Be an effective communicator and able to communicate - write, oral, and presentation formats.
- Must be able to obtain a Government Secret Clearance (or higher) and maintain a Government Clearance.
- Work independently and able to research Government data on unclassified and classified networks.
- Participate in presenting data to senior government, civilians, and Senior Military Leaders.
- Organizational Skills - to manage SACO tasks throughout the entire process of assignment to PAE ICO until closeout.
- Computer mastery of the complete suite of Microsoft Tool and must have the ability to coordinate Teams meetings and video conferences.
- Candidate's experiences need to demonstrate the ability to meet assigned task/duties.
Desired Skills and Qualifications:
- Understanding of - Analytics and providing findings in presentation.
- Understanding of - Measures and Metrics.
- Understanding of - FMS case writing a plus.
- Understanding how - best to conduct reviews and analyzes data, and how the data supports schedule and associated risks, on short suspense.
- Understanding how - best to identify resources and resource shortfalls, alternatives Courses of Action (COA), and identifies best methods to provide effective communication.
- Understanding of the Army Security Assistance Enterprise a plus.
- Knowledge of Power Bi is a plus.
- Knowledge of government case pricing, and GOVT management tools - systems is a plus.
