Job Description
Position Summary The PMO Project Controls Supervisor supports the Project Management Office by establishing and maintaining project control policies, systems, processes, and tools to ensure effective planning, scheduling, cost management, risk management, and reporting across all projects and programs. The role ensures consistent project governance and provides accurate, timely data to support decision-making and performance improvement. The Supervisor will be responsible for work assignments of project resources based on project load forecasting and jurisdictional needs among Maryland, Virgina and the District of Columbia. The role requires analytical capabilities to correctly forecast operational risk. Responsibilities Planning and Scheduling
Engage in the development of PMO initiatives including supporting the development of new policies and procedures. In that role, the Supervisor can lead the roll-out, training, assurance, and compliance with PMO initiatives Coordinate work team and develop, maintain, and monitor project schedules using Primavera P6 or similar tool. Integrate project schedules across multiple workstreams and programs across Maryland, Virginia and the District of Columbia. Perform resource assessments and assignments to ensure projects are supported throughout the life cycle of the projects. Ensure all projects are tracked correctly in terms of budget and schedule. Provide Track progress and forecast schedule outcomes, identifying deviations and corrective actions.
Cost Management
Support management to establish project budgets, baselines, and cost control processes. Track and forecast project expenditures, commitments, and cash flow. Perform variance analysis (planned vs. actual costs) and recommend mitigation actions. Help management make important decisions based on costs and benefits Support Earned Value Management (EVM) implementation and reporting. Assist with developing and tracking Key Performance Indicators (KPIs) that will optimize performance and productivity and reduce costs
Reporting and Performance Monitoring
Evaluate project progress against established goals, forecasts, schedules, customer needs and objectives. Assist with the development of corrective action plans Support project management and governance by providing reliable data and analysis. Consolidate project performance metrics for PMO-level reporting and portfolio analysis.
4. Risk and Change Management Maintain risk registers and support proactive risk identification and mitigation.
Manage change control processes and ensure approved changes are reflected in cost and schedule baselines. Assist with the maintenance of a Risk and Change Management Systems Implement and maintain project-specific document control procedures and work instructions in accordance with corporate and project requirements Track potential cost and schedule impacts of scope changes or risks.
5. Process and Governance
Support implementation of PMO standards, tools, and templates. Ensure compliance with corporate project management methodologies. Contribute to continuous improvement of project controls practices across the organization.
6. Stakeholder Support
Work closely with Project Managers, Finance, and Engineering teams to align cost and schedule data. Provide training and guidance to project teams on project controls processes and tools. Support executive decision-making with data-driven insights and forecasting.
EDUCATION
- High School Diploma/GED required
- Bachelor's Degree preferred
WORK EXPERIENCE
- 5+ Years of related work experience in project controls within the construction industry, applying knowledge of construction management processes and operations to ensure project success.
- 2+ Years of supervisory or team leadership experience preferred
LICENSES, CERTIFICATIONS, SKILLS AND ABILITIES
- Demonstrated ability to manage cost control, scheduling, and performance tracking for multiple construction projects/portfolios to ensure compliance with scope, budget, and timelines.
- Demonstrated ability to collaborate with project managers, engineers, and stakeholders to identify risks, implement mitigation strategies, and optimize resource allocation.
- Demonstrated ability to prepare and present progress reports and dashboards to senior leadership, enabling data-driven decision-making and timely corrective actions.
- Demonstrated ability to successfully meet numerous and competing deadlines, often under tight time constraints.
- Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers. Able to lead and mentor project control team and foster collaboration and adherence to best practices in cost and schedule management.
- Working knowledge of Washington Gas company operations preferred.
- Working knowledge of company systems such as the Work Management system (OpenGrid), Complaint Management system (Salesforce), Customer Information System (SAP) and Invoice Payment system (PeopleSoft) preferred.
We offer a competitive salary range of $103,500 to $150,750 per year, commensurate with experience, education, and skills.
