Contract Analyst, Senior

The Opportunity:

Provide critical support byleveragingavailable resources to independently review, draft, and revise contracting and acquisition documentation as well as provide analytical support in researchingFederal, DepartmentofWar (DoW), and Navy pre-award and post-award contracting procedures and policies. Use interpersonal skills and ability to make sound business judgments to handle multiple activities with a short turn-around time in a dynamic environment.Assistagovernmentclient with all aspects of thefederal government contractinglifecycle, including pre-award acquisition planning, source selection support, and post-award contract administration for complexNavalandDoWsoftware and hardware-intensive systems. Provide advice and guidance on all matters offederal,DoW, and Navy pre- and post-award contracting procedures and policies.Develop and reviewprocurement request (PR) packages, including Acquisition Plans (APs), Statements of Work (SOWs), Performance Work Statements (PWSs), Source Selection Plans (SSPs), Justification and Approvals (J&As), Determination and Finding (D&F), and the Contract Data Requirements List (CDRL), ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.This positionislocated inSan Diego, CA.

You Have:

• 7+ years of experience with cradle to grave contract management, including procurement planning, pre-award, price and cost analyses, post-award and closeout in a governmentorgovernmentsupport role

• Experience providing expert contractual adviceand actionablerecommendationsto agovernmentclient, including researching, analyzing, and interpreting complex acquisition rules and regulations

• ExperienceusingMicrosoft Office tools, includingWord,Excel, PowerPoint, and Project

• Knowledge of FAR, DFARS, andDoW5000 series regulations and laws, executive orders, statutes, policies, principles of acquisition planning, and other requirements necessary to accomplish assigned duties

• Ability to travel up to 15% of the time

• TS/SCIclearance

• Bachelor'sdegree

Nice If You Have:

• Experience with the Navy andDoW

• Experience with Navy contracting procedures and regulations

• Experience preparing briefings and reportsfor government clients

• Possession of excellent verbal and written communication skills, including using computers to effectively communicate complex procurement regulations, processes, and procedures

• Master's degree

• DAWIA Contracts or Program Management Level I, II, or III, FAC-C Professional, Certified Federal Contracts Manager (CFCM), or Project Management Professional (PMP) Certification
