MINIMUM QUALIFICATIONS

Education:

Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities includes:

A high school diploma or equivalent.

Experience:

Two to five years of progressively responsible experience in performing purchasing transactions, complex administrative clerical tasks, and fiscal recordkeeping in a warehouse environment, preferably including experience in the development of purchasing specifications, bid packages, and proposal requests for a public agency.

License Requirement:

Possession of a valid California Class C Driver's License may be required at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile insurance rates.

A bbreviated Job Description:

Under the general direction of Procurement and Work & Asset Manager, performs a variety of technical purchasing of equipment, materials, supplies, and services to support the Authority's Operation and Maintenance responsibilities; prepares purchasing specifications and bid packages. Purchases warehouse stock items to maintain proper inventory. Performs clerical work related to the maintenance of purchasing records for historical purposes; performs related work as required.

The duties of this classification are described below.

Examples of duties:

Utilizes existing enterprise resource planning software system to process all purchasing and vendor management functions, Creates purchase requisitions, receives and reviews purchase requisitions, converts into purchase orders, and issues to vendors with correct terms & conditions, determines direct purchase or bid requirements; locates sources, obtains price quotes, and makes recommendations on appropriate vendors, Develops and maintains vendor resource files and information on the availability of items, Tracks purchase orders and runs monthly reports for closeout of purchase orders, Expedites backorders and overdue purchase orders with vendors, Locates hard-to-find items, locates sources of supply, and obtains price quotations as needed, Provides information regarding purchasing requests and needs to management and staff, Reviews and makes purchases to maintain inventory stock levels, Identify unusual and substantial vendor price increases,Assists in inventories of warehouse stock, Evaluates problems, makes recommendations, and represents the Authority in a professional manner while resolving vendor-related inquiries, Prepares purchasing specifications, bid packages, proposal requests, and ensures all contractors are adequately insured under risk transfer procedures, Serves as a witness of bid opening committees, analyzing responses to identify the appropriate vendor based on Authority needs, Prepares and updates reference files for purchasing functions, Negotiates contracts and lease-purchase agreements, Performs accounts receivable and cash receipt tasks, Serves as primary backup to Procurement Technician and Warehouse Inventory Clerk, including warehouse shipping & receiving and forklift certification and operation as needed, Performs stock check out requests and receives in the Asset Management System as needed, Review and maintain vendor insurance requirements and records, Processes new vendor requests, Other duties as may be assigned

Must possess the ability to:

Perform the full range of purchasing functions for the Authority, Obtain price quotations and locate product availability, Prepare purchasing specifications, bid packages, and proposal requests, Perform purchasing research and prepare comprehensive reports, Effectively present analyses of market conditions and the prices and availability of products, Apply computer technology to the total purchasing/contracting process, Effectively represent the Authority's purchasing functions with vendors and other government organizations, Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public, Communicate clearly and concisely, orally and in writing, Work well under pressure, Apply independent judgment and effective problem solving techniques, manage problems and time constraints in a courteous and efficient manner, Regularly and consistently meet attendance/punctuality requirements, Follow instructions, work independently, and cooperatively with others

Typical Physical Activities include, but are not limited to:

Travels frequently by automobile, operates a forklift, Stoops, kneels, crouches, crawls, and climbs during the storage and distribution of equipment and supplies, Must be able to carry, push, pull, reach and lift items weighing up to 25 pounds such as large binders, books, small equipment and warehouse deliveries as needed, Sits, stands, and walks for extended time periods, Work at a desk for an extended period of time, Works in an environment with exposure to dust and significant temperature changes between cold and heat, Communicates orally with co-workers and other public agencies in face-to-face, one-to-one, and group settings, Regularly uses a telephone for communication, Uses office equipment such as computer terminals, copiers, calculators, and fax machines, Hearing and vision within normal ranges with or without correction

Environmental Factors:

Exposure to the sun: 10% or less work time spent outside a building and exposed to the sun, Irregular or extended work hours; occasionally required to change working hours or work overtime

Conditional Offer of Employment:

Retirement Benefits:

401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross, base annual salary.

457 Deferred Compensation Plan: Participation in the 457 Deferred Compensation Plan is an election. If the employee elects to participate in the 457 Deferred Compensation Plan, the Authority will match up to 5% of an employee's base annual salary. The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you.

NOTE: You should be aware that the Authority does not participate in Social Security. This may affect the Social Security benefits you have already earned upon retirement.

Health Benefits:

Three (3) medical benefit plans are offered through ACWA-JPIA. The Authority contributes 100% (depending on the plan) of the premium for the employee and 75% for the employee's eligible family members (depending on the plan).

Dental & Vision Benefits:

The Authority contributes 100% of the premium for the employee and the employee's eligible family members.

Holidays:

Employees receive eleven (11) paid holidays, including a personal floating holiday.

Vacation & Medical Leave:

Vacation leave accrues at a rate of 80 hours per year, increasing to 120 hours per year after 5 years of service, 140 hours per year after 10 years of service, and 160 hours per year after 15 years of service. Medical leave accrues at a rate of 8 hours per month after one month of continuous service.
