This is a full-time, on-site position based in Shackelford County, Texas

Position Overview The Senior EHS Manager serves as the strategic EHS leader for the entire Campus in Shackleford County, TX. As this site grows to 10 buildings, this role acts as the "City Planner" for safety-designing the systems, traffic flows, emergency responses, and operational standards that will scale with the campus. You will oversee a team of EHS professionals dedicated to specific buildings or zones and serve as the primary advisor to the Campus Vice President/Director.

Position Description This role requires a high-level strategic thinker who can manage Simultaneous Operations (SIMOPS)-ensuring that the heavy construction of new facilities does not introduce risk to the live, operational data centers next door. The Senior EHS Manager owns the campus-wide EHS Master Plan. You will interface with General Contractors to ensure safe handovers and with Operations teams to ensure ongoing reliability. You are responsible for standardizing safety culture across a massive workforce, ensuring that the "Vantage Way" is consistent from Building 1 to Building 10.

The role requires autonomy and is responsible for Campus-Wide Governance including:

  • SIMOPS Management: Defining the "Red Lines" and physical barriers between Active Construction zones and Live Operational zones.

  • Campus Emergency Response: Designing a unified emergency response plan that accounts for a 10-building footprint, including mass evacuation and shelter-in-place protocols for large worker populations.

  • High Risk Permit Authority: Serving as the final approval authority for complex critical lifts, energized electrical work, or campus-wide hazardous operations.

  • Environmental Permitting: Managing site-wide environmental compliance, including SWPPP, SPCC, and air permitting requirements (TCEQ) for a massive generator fleet.

Essential Job Functions

  • Strategic Scalability: Build EHS programs that are scalable. Create the framework that allows the team to absorb new buildings into the operational fold without diluting safety coverage.

  • Team Leadership: Recruit, manage, and mentor a team of site-level EHS Managers and Coordinators assigned to specific buildings within the campus.

  • Construction to Ops Handovers: Lead the EHS acceptance process for new buildings. Walk down systems with Development teams to ensure "Safety by Design" before the Operations team takes the keys.

  • Contractor Management: Oversee the safety performance of large-scale campus vendors (Security, Janitorial, Landscaping, MEP maintenance) and enforce campus-wide safety standards.

  • Data & Analytics: aggregate safety data from all 10 buildings to identify campus-wide trends. Present monthly Campus Safety Reviews to the Campus Leadership Team.

Duties

  • Report to the Regional EHS Director (Central/US) while matrix-reporting to the Abilene Campus VP.

  • Develop the annual EHS budget for the campus, forecasting needs for training, equipment, and third-party consulting as the campus expands.

  • Manage regulatory relationships with Texas state agencies (TCEQ) and local Abilene emergency services (Fire/Police).

  • Lead the Campus Safety Committee, comprised of representatives from all active buildings and major vendor partners.

  • Drive the implementation of the ISO 45001/14001 management systems across the campus.

  • Serve as the Incident Commander for campus-wide emergencies until relieved by first responders.

Responsibilities

  • Standardization: Ensure that a technician working in Building 1 follows the exact same safety procedures as a technician in Building 5.

  • Culture Building: creating a unified "One Campus" culture, ensuring that construction crews and operations teams respect mutual boundaries and safety requirements.

  • Audit & Assurance: Conduct high-level assurance audits of the individual building EHS programs to ensure the EHS Managers are performing effectively.

  • Training Strategy: oversee the campus training matrix, ensuring that thousands of authorized workers remain compliant with NFPA 70E and other critical standards.

Job Requirements

  • Education: Bachelor's Degree in EHS, Engineering, Construction Management, or related field. Master's degree preferred.

  • Certifications: CSP (Certified Safety Professional) or CIH required.

  • Experience:

    • 10+ years of progressive EHS experience.

    • Specific experience managing large-scale campuses or multi-building complexes is essential.

    • Strong background in Construction Safety and the transition to Operations (Commissioning/turnover)

  • Regulatory Knowledge: Deep understanding of OSHA 1910 (General Industry) AND 1926 (Construction), as well as Texas-specific environmental regulations (TCEQ).

  • Leadership: Proven ability to manage a team of safety professionals (managing the managers).

  • Strategic Skills: Ability to look 12-24 months ahead to anticipate risks associated with campus expansion.

  • Travel expectations: Up to 25% but may increase over time with business need
