As the Senior EH&S Facilities Manager, you will be report to the VP/GM, for the efficient and effective management of the Environmental, Health, Safety and Sustainability (EHS&S) systems along with the management of all facilities related matters (mechanical & electrical equipment) within Aero Turbine Inc (ATI) (part of StandardAero) site in Stockton, California. The senior manager will also work with StandardAero's Corporate Director of Security to ensure the site's security infrastructure and management systems are compliant to both the organizational and regulatory requirements. What you'll do:
- Manage and maintain relevant EHS&S ISO approvals and liaise with 3rd party auditors, regulatory authorities, and legal bodies on EH&S matters.
- Provide statistical analysis on accidents, near misses, and the effectiveness of the EH&S system, to identify and manage corrective actions through to implementation, and to report the status through the various EHS&S meetings.
- Liaise with the Environment Agency on matters relating to permits.
- Carry out and review Safety Audits and Risk Assessments in accordance with aviation regulatory standards, and to ensure effective mitigation actions are identified and implemented.
- Investigate accidents, establish root causes, identify corrective actions, and produce reports for internal use and external use in the event of any legal action.
- Adhere to the StandardAero Quality Management Systems (QMS), Safety Management Systems (SMS), Environmental Management Systems (EMS) and all associated Site's Business Manuals.
- Identify changes in regulations, produce a detailed gap analysis and impact statement, and provide leadership to the BU to ensure relevant processes, procedures, and risk assessments, are created or updated to address changes.
- Manage waste transfers and associated reporting.
- Ensure all StandardAero EHS&S corporate reporting requirements are met and action plans are in place to address deficiencies, and to provide leadership to the BU to drive actions to closure.
- Develop, maintain and lead a competent team of facilities technicians
- Manage and lead change of onsite facilities to ensure minimum disruption to business core activities
- Co-ordinate and plan essential business maintenance services
- Ensure buildings/hangar and equipment meet the required health and safety requirements and Federal/State/County legislation.
- Plan and breakdown maintenance of specialist test equipment, process task equipment and special-to type machinery.
- Installation, through life maintenance and disposal of mechanical fixed and portable equipment, ensuring it meets current H&S and Environmental legislation
- Design and procurement of building and associated electrical installations, including risk assessment, safe systems of work etc.
- Control of Statutory requirements regarding electrical, building and site inspections.
- Performance Management of all staff, including complying with both formal and informal processes
- Coordinate and oversee day-to-day security operations, ensuring compliance with regulatory guidance, company policies and procedures.
- Monitor and assess security risks and threats, implementing proactive measures to mitigate potential issues.
- Manage access control systems and procedures, including the issuance of access cards and badges.
- Regularly review and update access permissions to ensure the security of sensitive areas.
- Respond promptly to security incidents, conducting investigations, documenting and reporting incidents as required by regulation, policy or procedure
- Develop and implement emergency response plans, coordinating with relevant stakeholders.
- Conduct regular drills and training sessions to ensure preparedness for various emergency scenarios.
- Prepare detailed incident reports, documenting all relevant information and actions taken.
- Conduct regular security audits and risk assessments, identifying areas for improvement.
Position Requirements:
- Bachelors Degree in Occupational Health & Safety/Environmental or closely related field (required)
- Minimum 5 years EHS-related work experience (required)
- Strong communication skills required, both verbal and written. Must have good interpersonal and verbal skills in order to interface with employees, vendors, customers and the public.
- Working knowledge of OSHA, EPA and DOT regulations including, emergency response, hazardous materials transportation, air permitting, water permitting, ergonomics, and worker's compensation.
- Working knowledge of general construction, permitting, NFPA Code, fire code, HVAC systems, compressor systems and other facility support functions.
- Training and certifications preferred: First Aid, CPR & AED, RCRA, DOT, 30-hr OSHA, CSP and Hazwoper.
